Evaluation is a key tool in improving the quality and effectiveness of development co-operation. The Development Assistance Committee (DAC) Working Party in Aid Evaluation is the only international forum where bilateral and multilateral evaluation experts meet regularly. Its Members meet to improve evaluation practice and to learn lessons from development co-operation activities and experiences. A series "Evaluation and Aid Effectiveness" was launched to share selected pieces of work with a broader public. This study acknowledges the considerable progress made in terms of the growing mainstreaming of environmental issues and recognises the need for additional efforts in the context of widespread institutional capacity development. As such, this report shall be considered as a complement to the Committee's earlier publications and guidelines on CDE. These should guide both programme-level and specific project-level CDE assessments and serve as a source of general information for policy-makers as well as practitioners in donor agencies and developing countries. African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.

Climate change, development and development cooperation are, individually and jointly, three politically sensitive, complex issues, especially in the context of relations between developed and developing countries. This book tackles these issues by combining theoretical, political, and practical perspectives, analysing the dominant paradigms and exploring the meaning of the concept of mainstreaming. At the practical level, it presents the results of case studies focusing on assistance provided by the European Union and key member states and the climate needs articulated by developing countries. At the political level, it highlights the sensitivities between developed and developing countries and examines the mainstreaming debate in various fora. The CGIAR Research Program on Forests, Trees and Agroforestry (FTA), led by the Center for International Forestry Research (CIFOR), focuses on the sustainable management of forests, trees and agroforestry systems. Strengthening the capacity of forestry, trees and agroforestry research, policy and implementing institutions and their staff is critical to FTA’s mission and is embedded in its work. Capacity development is a long-term process whereby individuals, organizations and their networks improve their systems, resources, skills and knowledge. This becomes reflected in their capacity to perform functions and solve problems to better address national and sub-national development objectives. Capacity development enables research and development organizations, individuals, and their networks to achieve impact.This capacity needs assessment was conducted in 2018 to identify the capacity needs of World Agroforestry (ICRAF) and CIFOR to achieve the research objectives and targets specified in the FTA II proposal 2017–2021, including the amended FP2 proposal. The capacity needs assessment focused on four key areas for analysis: partnerships, networking, resource mobilization and human resource capacities. The analysis and recommendations contained within this document result from data collated from more than 70 interviews conducted with flagship and cluster leaders and key actors within the FTA II management teams and partner organizations.
