This manual presents a range of analytical techniques to assist in evaluating and comparing energy technology options from a variety of important perspectives, and demonstrates how integrating technical, economic, social, institutional and environmental criteria forms the basis of 'good practice'in rural energy planning and policy development.

This book offers important historical information on the state of rural electrification in the 1980s. It also summarizes the development of benefit evaluation methods, along with findings from recent research on the impact of rural electrification for development.

It has long been claimed that rural electrification greatly improves the quality of life. Lighting alone brings benefits such as increased study time and improved study environment for school children, extended hours for small businesses, and greater security. But electrification brings more than light. It's second most common use is for television, which brings both entertainment and information. The people who live in rural areas greatly appreciate these benefits and are willing to pay for them at levels more than sufficient to cover the costs. However, the evaluation of these and other benefits, as well as of their distribution, has been sparse. This report reviews recent methodological advances made in measuring the benefits of rural electrification (RE) and commends them. It also notes that the understanding of the techniques shown in project documents is sometimes weak, and quality control for the economic analysis in project documents lacking. This study shows that willingness to pay for electricity is high, exceeding the long-run marginal cost of supply. Hence, in principle, RE investments can have good rates of return and be financially sustainable. But caveats are in order. The first caveat is that attention needs to be paid to ensuring least cost supply, including limiting system losses. Second, continued attention needs to be paid to achieving the right balance between financial sustainability and reaching the poor.

The focus of our analysis is on nexus issues among energy use, incomes, employment, investment decisions, and agricultural production for meeting food and feed demands, as well as health-related effects on rural households. As an example we investigate potential policies, such as public subsidies for solar panels and increase in non-agricultural employment opportunities, for meeting energy demands and improving rural livelihoods, using an agricultural household dynamic programming model. The model includes two types of households that differ in their socio-economic characteristics - poor and rich as measured by their asset and resource endowments, which are linked through the agricultural contracts such as wage-labor and payment for irrigation supply. Moreover, we differentiate the potential impacts of policies at the intra-household level, with special focus of effects on men, women and children. The case study area is the Uttar Pradesh province of India and the main data source is the household survey. The study shows that state subsidies for solar panels improve energy use, agricultural production and incomes of both households in comparison to the business-as-usual case. Also, interactions among two households with agricultural contracts increase. The policy scenario on increasing non-agricultural employment opportunities do not change much energy use pattern of rural households but substantially improves the income levels of poor household, where such household allocates most of labor force for non-agricultural work. In contrast, the household that is better endowed with agricultural production resources looses from such a policy due to less labor available to manage its farm.

In 2021, the United Nations Secretary-General will convene the Food Systems Summit to advance dialogue and action towards transforming the way the world produces, consumes and thinks about food guided by the overarching vision of a fairer, more sustainable world. The Secretary-General will also convene the High-Level Dialogue on Energy (HLDE) to promote the implementation of the energy-related goals and targets of the 2030 Agenda for Sustainable Development. Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

This book is about climate change and its relation to agriculture and rural livelihoods. It starts by providing a basic understanding of climate change science followed by the relation of climate change to agriculture, the impact of which is discussed based on the particular impact of climate change on plant and animal physiology. The book further discusses the inclusion of the agriculture sector in various international climate change negotiations. It also reviews the cost and opportunities for agricultural projects through international climate change regimes, specifically the Clean Development Mechanism under the Kyoto Protocol. With this background, the book finally proceeds to an explanation of the methodologies used to assess the impact of climate change on agriculture and empirically discusses its impact on agriculture and rural livelihoods in Nepal.
