Hybrid threats posed by various combinations of state and non-state actors have presented considerable transnational challenges to EU-members and NATO-allies. This ongoing rise of hybrid threats, ranging from political instability in Eastern Europe and the Middle East to the resulting mass refugee influx and terrorism in the European neighborhood, stress the need to timely discuss important questions about hybrid threats and the venues for effective Euro-Atlantic cooperation, including post-Brexit policy implications. This edited volume presents comprehensive analyses from various experts on these interrelated issues, and, thus, represents an essential source for scholars and practitioners of European politics and international relations with an interest in contemporary transnational security issues. In addition, this book will be useful as up-to-date coursework material for courses on European security and foreign policy, international security and strategic studies, unconventional warfare, and transatlantic relations.

The notion of 'resilience' is gaining currency in European and transatlantic security policy discussions. The EU and NATO are each building the capacity of their member states to anticipate, preempt and resolve disruptive challenges to vital societal functions. The EU and NATO are also exploring ways to work more effectively together in this area. But is resilience enough to deal with disruptive threats in a deeply interconnected world? In this new study, authors and experts argue that while state-by-state approaches to resilience are important, they are likely to be insufficient in a world where few critical infrastructures are limited to national borders, and where robust resilience efforts by one country may mean little if its neighbor's systems are weak. They argue not only that resilience must be shared, it must be projected forward, and that traditional notions of territorial security must be supplemented with actions to address flow security - protecting critical links that bind societies to one another.

The region of South East Europe (SEE), which is home to both NATO and Partnership for Peace (PfP) countries, serves as an important corridor between Europe and the Middle East, North Africa, and the Caucasus. In recent years, however, SEE has also experienced high levels of cross-border, military and defense-related challenges in the form of migration, smuggling, terrorism, and cyber threats. Furthermore, the use of the new information environment (IE) to further extremism in SEE and elsewhere in NATO and PfP countries has had far-reaching command and control (C2) implications for the Alliance. A collaborative interdisciplinary, international and regional approach is clearly needed to adequately assess and address these hybrid threats. This book presents papers delivered at the NATO Science for Peace and Security (SPS) event: “Senior Leadership Roundtable on Military and Defense Aspects of Border Security in South East Europe”, held in Berovo, the Former Yugoslav Republic of Macedonia* from 23-30 September 2017. The aim of this special SPS grant was to maximize opportunities for extensive dialogue and collaboration between senior regional members, and the almost 70 distinguished academic and legal experts, as well as current or former senior-level practitioners from various governments, NATO bodies, and international organization that participated. It was the first SPS event of its kind in SEE as well as the first NATO SPS grant to be co-executed by the U.S. Department of Defense via the U.S. National Defense University. Other co-organizers were the C4I and Cyber Center of Excellence at George Mason University and PfP partner institution, the General Mihailo Apostolski Military Academy – Skopje, Associate Member of the University of Goce Delčev – Stip. The book is divided into five parts: global trends, defining the problem, policy and academic solutions, national and regional case studies, and technological solutions. During the last decade, 'Hybrid Warfare' has become a novel yet controversial term in academic, political and professional military lexicons, intended to suggest some sort of mix between different military and non-military means and methods of confrontation. Enthusiastic discussion of the notion has been undermined by conceptual vagueness and political manipulation, particularly since the onset of the Ukrainian Crisis in early 2014, as ideas about Hybrid Warfare engulf Russia and the West, especially in the media. Western defense and political specialists analyzing Russian responses to the crisis have been quick to confirm that Hybrid Warfare is the Kremlin's main strategy in the twenty-first century. But many respected Russian strategists and political observers contend that it is the West that has been waging Hybrid War, Gibridnaya Voyna, since the end of the Cold War. In this highly topical book, Ofer Fridman offers a clear delineation of the conceptual debates about Hybrid Warfare. Russia's stealth invasion of Ukraine and its assault on the US elections in 2016 forced a reluctant West to grapple with the effects of hybrid war. While most citizens in the West are new to the problems of election hacking, state-sponsored disinformation campaigns, influence operations by foreign security services, and frozen conflicts, citizens of the frontline states between Russia and the European Union have been dealing with these issues for years. The Lands in Between: Russia vs. the West and the New Politics of Russia's Hybrid War contends that these "lands in between" hold powerful lessons for Western countries. For Western politics is becoming increasingly similar to the lands in between, where hybrid warfare has polarized parties and voters into two camps: those who support a Western vision of liberal democracy and those who support a Russian vision of nationalist authoritarianism. Paradoxically, while politics increasingly boils down to a zero sum "civilizational choice" between Russia and the West, those who rise to the pinnacle of the political system in the lands in between are often non-ideological power brokers who have found a way to profit from both sides, taking rewards from both Russia and the West. Increasingly, the political pathologies of these small, vulnerable, and backwards states in Europe are our problems too. In this deepening conflict, we are all lands in between.

At the EU's Helsinki summit in 1999, European leaders took a decisive step toward the development of a new Common European Security and Defense Policy (ESDP) aimed at giving the EU a stronger role in international affairs backed by a credible military force. This report analyzes the processes leading to the ESDP by examining why and how this new European consensus came about. It touches upon the controversies and challenges that still lie ahead.
