In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation. The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. It compares and contrasts the roles and perspectives of the key maritime powers, analyzing the need for multilateral cooperation to overcome the traditional and nontraditional challenges and security dilemma. This shows that, in spite of their different interests, capabilities, and priorities, Washington, Beijing and New Delhi can and do engage in cooperation to deal with transnational security challenges. Lastly, the book describes how to promote maritime cooperation by establishing or strengthening multilateral mechanisms and measures that would reduce the prospects for conflict in the Indo-Pacific region.

This book explores the transformation of the American-led alliances, as well as of US allies’ responses to potential American disengagement from regional security amid the rising Russian and Chinese threats. The post-Cold War international order has led to three challenges for the West. The first challenge was the ending of the Cold War, which had served as the fundamental rationale of the US-centred alliance systems in both Europe and Asia. The second challenge was that while the fear of US disengagement in the post-Cold War era was initially about its political willingness, the relative decline of the US has gradually turned the question into that of capability. And the third challenge is that for the first time since very long, a war in which one of the great (nuclear) powers is involved takes place on European territory. In Europe, the immediate consequence of the war has been a strengthening of NATO. In Asia and the Indo-Pacific, regional reactions to the war have been much more muted, for the division between “friends and foes” remains less clear-cut than in Europe. The chapters in this volume bridge the dynamics in the European and Asian theatres and provide a comparative framework for examining security alignments amid the shifting strategic context of the Indo-Pacific. This book looks at the evolution of the role of Europe in US grand strategy, and unpacks how US administrations have instrumentalized this relationship in pursuit of extra-European objectives. The work considers geopolitical pressures in conjunction with leaders’ strategic ideas to provide an account of the evolution of the role of Europe in the context of US grand strategy. Observers generally agree on the vague notion that Europe has been de-prioritized in Washington’s external affairs. Against this background, the book makes the case that such de-prioritization of Europe in the context of US grand strategy also entails a reconceptualization of the transatlantic relationship, namely as a region featuring long-standing relationships that can at times be leveraged in pursuit of non-European goals. The United States has a long history of seeking European support or acquiescence for its role as the leader of the international system, but whereas during the Cold War Washington enlisted its European allies in a grand strategic struggle against a European power, more recently, it has sought to enlist European allies in extra-European struggles of different types. Thinking about the role of Europe in US grand strategy now requires new theoretical and empirical tools that allow for the recognition of this very fact. Accordingly, this book proposes that strategic ideas on the viability of international cooperation held within the White House crucially shape what – if any -- type of support the United States seeks from Europe on the global stage. In doing so, the book adds important nuance to other accounts proclaiming either the proverbial death of the transatlantic relationship or the eternal and unchanging nature thereof. Over the past five years, the Indo-Pacific region's importance for Europe has grown significantly.
