Large or small, old EU member or new, and even EU member state or not – political economies across Southern Europe have been increasingly but distinctively ‘Europeanised’. In political, public and scholarly debates on processes of Europeanisation, Southern Europe invariably features as the area of concern. These concerns have been all the more heightened when the current sovereign debt crisis disproportionately hit this ‘flaky fringe’. This volume systematically investigates the dynamics of Europeanisation in the ‘Southern Periphery’ by tracing the domestic constellations of ideas, interests and institutions over the course of the 2000s which came to a close with the crisis. Bringing together a multidisciplinary team of leading specialists, the volume focuses on the political economy of public policy reform in Greece, Italy, Malta, Portugal, Spain and Turkey. In order to allow for cross-case comparisons, these original country studies follow a common template framed by what the Editors call the ‘Europeanisation as research programme’. The volume casts empirical light on the causes of the crisis in these cases as well as the past legacies conditioning their responses to the crisis. Its conclusions point to variegated patterns of Europeanisation in different policy areas across Southern Europe. This volume will be of interest to students and scholars of European integration, European political economy, European public policy and comparative politics as well as specialists of Southern Europe. This book examines Croatia's economic and political transformation over the last 30 years. It brings together the best political scientists, macroeconomists and public finance experts from Croatia to provide an in-depth analysis of the Croatian policy-making context and the impact of Europeanization upon its domestic institutional framework. The second part of the book scrutinizes the political economy context and Croatia's long-term macroeconomic under-performance, especially in comparison to other transition economies. This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. Although there is a tendency to view the Balkans as peripheral, this book argues that South East European states are central to what the EU is and aspires to become, and goes to the heart of many of the key issues confronting the EU. It compares changing modes of governance in the three policy areas selected because they are contentious issues in domestic politics and have trans-boundary policy consequences, in which there is significant EU involvement. The book draws on over 100 interviews conducted to explore actor motivation, preferences and perceptions in the face of pressure to adapt from the EU and uses Social Network Analysis. Europeanization has become a major theme within European studies in recent years, emphasizing the domestic effects of the EU on its member and applicant states. At the same time, multilevel governance has emerged as an important concept, highlighting shifts both in horizontal relations between state and society and in vertical links between actors at different territorial levels. In this state-of-the-art study, Ian Bache traces the relationship between these two key elements, considering the extent to which Europeanization advances multilevel governance within member states through the requirements of EU cohesion policy. Bache focuses especially on Britain, a member state whose political system has been increasingly characterized by multilevel governance since it became an EU member. Comparing Britain's case to that of ten other member states, the author distinguishes between the EU's effects in simple polities--in which voice, influence, and power are diffused through multiple levels and modes of governance--and in compound polities, where voice, influence, and power are more concentrated. Bringing together the conceptual tools of multilevel governance and policy networks and developing a framework for using these tools together in future research, this clearly written study will be valuable for scholars and students of EU and British politics.

The new welfare settlement in Europe involves a re-direction of policy in the context of a unified market and currency system and of more stringent economic competition. Realignment of the policy assumptions and goals of the key actors is central to this process. This book reviews the main policy paradigms and analyzes the processes whereby they have changed in the most salient policy areas, and is based on recent interviews with more than two hundred and fifty senior policy actors in seven West European countries.
