A state-of-the-art analysis of the contentious areas of EU law that have been put in the spotlight by populism.

This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

What is the impact of populism on the EU? How did the EU institutions and civil society react to the recent rise of populist parties? To answer such relevant questions and understand populism in terms of ideas, political outcomes, and social dynamics, academia needs to engage with institutional actors, civil society organizations, and policy makers. It explores how populism impacted on European institutions and civil society and investigates their reactions and strategies to overcome the challenges posed by populists. Overall, the volume unveils how the populist threat was perceived within the EU institutions and NGOs and discusses the strategies they devised to react and how these were implemented in institutional and public communication.

Technocratic law and governance is under fire. Not only populist movements have challenged experts. NGOs, public intellectuals and some academics have also criticized the too close relation between experts and power. While the amount of power gained by experts may be contested, it is unlikely and arguably undesirable that experts will cease to play an influential role in contemporary regulatory regimes. This book focuses on whether and how experts involved in policymaking can and should be held accountable. The book, divided into four parts, combines theoretical analysis with a wide variety of case studies expounding the challenges of holding experts accountable in a multilevel setting. Part I offers new perspectives on accountability of experts, including a critical comparison between accountability and a virtue-ethical framework for experts, a reconceptualization of accountability through the rule of law prism and a discussion of different ways to operationalize expert accountability. Parts I–IV, organized around in-depth case studies, shed light on the accountability of experts in three high-profile areas for technocratic governance in a European and global context: economic and financial governance, environmental/health and safety governance, and the governance of digitization and data protection. The book analyzes different critical attitudes towards European integration from a multidisciplinary perspective. By applying both quantitative and normative-theoretical approaches, the contributors assess the causes and effects of the popularity of EU-critical positions and doctrines, such as souverainism, neo-nationalism and neo-populism.
