The Institutionalisation of European Spatial Planning aims to clarify the enterprise of European spatial planning. The emphasis of the book lies on the need for a better understanding of the process of European integration in general. It particularly points at the emerging middle range theories that used concepts that were showing similarity to those that academics –those writing about planning– were accustomed to, such as networks, discourses and governance. The focus of this book is mostly on the post-European Spatial Development Perspective (ESDP)– the Committee of Spatial Development – from 1999 until now. As it is collection of articles, it has a different gestation process and does not tell a story from A to Z. What this book is about, however, is merely the issue concerning the institutional capacity of the ESDP and whether this has evaporated or not. The fact that this book exists at all suggests it has not.

Central and Eastern European Countries are undergoing a difficult transition process with consequences for spatial development. Europe needs a more bal anced, polycentric system of cities, a new urban-rural relationship, parity of ac cess to infrastructure and knowledge as well as prudent management and devel opment of the natural and cultural heritage. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. A special advantage of this publication is that, as well as focusing on spatial development and research in CEE regions, it also discusses Central and Eastern Europe in a European context.

Presently, peri-urbanisation is one of the most pervasive processes of land use change in Europe with strong impacts on both the environment and quality of life. It is a matter of great urgency to determine strategies and tools in support of sustainable development. The book synthesizes the results of PLUREL, a large European Commission funded research project (2007-2010). Tools and strategies of PLUREL address main challenges of managing land use in peri-urban areas. These results are presented and illustrated by means of 7 case studies which are at the core of the book. This volume presents a novel, future oriented approach to the planning and management of peri-urban areas with a main focus on scenarios and sustainability impact analysis. The research is unique in that it focuses on the future by linking quantitative scenario modeling and sustainability impact analysis with qualitative and in-depth analysis of regional strategies, as well as including a study at European level with case study work also involving a Chinese case study.

Rural Accessibility in European Regions explores concepts, methodologies, and case studies dealing with accessibility in European rural areas, embracing cultural, socioeconomic, and governance aspects that play a key role for accessibility policies in rural and peripheral areas. In the first part, the chapters introduce rural accessibility challenges, present a methodology to support policymaking for enhancing accessibility in rural areas and apply it to case studies in the United Kingdom, Italy, Spain, and Sweden. In the second part, additional cases from Poland, Germany, Greece, and France provide alternative approaches to the topic, and a research agenda is proposed. Overall, the book contributes to a conceptualisation of rural accessibility, addressing challenges and potentials for rural accessibility and urban–rural relationships in European regions. The book fills a gap in the existing bodies of literature on accessibility and on rural planning, bridging the two spheres with an interdisciplinary approach to rural accessibility for mobility, planning, and regional studies.

The UK government of Tony Blair is committed to fostering a European dimension of planning practice. Significant developments in relation to planning within Europe are occurring. The creation of the European Spatial Development Perspective, the reform of the Structural Funds, and the implementation of programmes to foster trans-national co-operation between governments, will all impact on UK government, and on planning system in particular. Even within the UK, devolution and regionalisation will bring new pressures for overall co-ordination on the issue of European spatial planning. Issues concerning the revisions of the Structural Funds in 2000 and 2006, and funding opportunities for local authorities, are closely connected with the theme of this book. More importantly, it is expected that the link between funding and spatial policy within British planning will become more clearly defined during this period. The European dimension of British planning, as a consequence, may grow significantly over the next few years. Focussing particularly on urban fringe and rural areas, this book addresses the parallel phenomena of growth and decline. In doing so, it not only broadens a debate which generally concentrates on urban municipalities, especially inner city areas, but also covers new ground by starting to build a new theoretical framework for the spatial planning related assessment of these phenomena. Bringing together contributions from internationally renowned authors, such as Sir Peter Hall, Steve Ward and Johann Jessen, the book compares international case studies and highlights their relationships with one another. It concludes by emphasizing common themes that are addressed, as well as showing applicability to other urban and rural regions. Overall, the book provides a timely and comprehensive analysis of the spatial consequences and related spatial planning concepts in theory and practice which aim to further sustainable development of city regions, urban fringe and rural areas experiencing growth and decline.
