It also examines how party finance reform at the EU level has been at the centre of party competition, by demonstrating how the rules were strategically changed to benefit some European parties over others. The book analyses how political parties compete and strategise on the issue of territorial reform using case-studies that include countries from both Western (Belgium, Germany, Italy and Spain) and Central-Eastern Europe (Poland, Slovakia and Romania). Each case-study considers different drivers of decentralization, such as territorial identities and the demands of regionalist parties for territorial autonomy or independence, efficiency concerns related to issues of uneven economic development and economic competitiveness, the pressure from supra-national organizations (especially the EU), as well as different combinations of these drivers. They also consider how the ideology and organisation of state-wide parties and the institutional context in which they compete shape their responses to these drivers and their strategy towards the question of territorial reform. This collection investigates the logic of the actions that guide political parties’ strategy to highlight trends that are apparent across the case-studies. An illuminating perspective on the polarizing effects of campaign finance reform

Politicians tied to a set of policies provide people with actual choices. They attract like-minded activists, campaign in more focused ways, and build an attractive party label. Last but not least, they are more likely to succeed in public office. Political parties in many countries are struggling to shift from personality-based or clientelistic-focused approaches -- to more programme-based strategies as they reach out to voters. What features do successful programmatic parties exhibit that others lack? How is their success related to the quality of their leadership, the prosperity of the country, or the capacity of the state? What impact do economic or political crises exert on how politicians behave? Why must programmatic parties be considered together with citizens demanding better services? This book is based on the work carried out by three teams of political scientists who examined what drives and strengthens programmatic politics, even under unlikely conditions.
