Eugenics movements gained momentum throughout Eastern Europe between World Wars I and II. Maria Bucur demonstrates that the importance of the eugenics movement in Romania rests not so much in the contributions made to the study of science as in the realm of nationalist ideology and social policy making.The notion that the quality and quantity of the human species could and should be controlled manifested itself through social engineering projects ranging from reshaping gender roles and isolating ethnic undesirables to introducing broad public health measures and educational reform. Romanian eugenicists sought to control such modernization processes as urbanization and industrialization without curbing them, yet they also embraced attitudes more typically identified with anti-modernists in Romanian politics and culture. Bucur is the first historian to explore the role of eugenics as a response to the challenges of nation- and state-building in Eastern Europe. She presents a balanced assessment of the interwar eugenics movement's success and failures and identifies connections and discontinuities between the movement and the post-war communist regime.

The analysis emphasizes how ordinary citizens became educated about and used state institutions in ways that highlight the class, ethnic, religious and gender norms of the day. Heroes and Victims explores the cultural power of war memorials in 20th-century Romania through two world wars and a succession of radical political changes -- from attempts to create pluralist democratic political institutions after World War I to shifts toward authoritarian rule in the 1930s, to military dictatorships and Nazi occupation, to communist dictatorships, and finally to pluralist democracies with populist tendencies. Examining the interplay of centrally articulated and locally developed commemorations, Maria Bucur's study engages monumental sites of memory, local funerary markers, rituals, and street names as well as autobiographical writings, novels, oral narratives, and film. This book reveals the ways in which a community's religious, ethnic, economic, regional, and gender traditions shaped local efforts at memorializing its war dead.

Based on the idea that there is a considerable difference between reality and discourse, the author points out that history is constantly reconstructed, adapted and sometimes mythicized from the perspectives of the present day, present states of mind and ideologies. He closely examines historical culture and conscience in nineteenth and twentieth century Romania, particularly concentrating on the impact of the national ideology on history.
