This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. The aim of this book is to highlight the relationship between the EU and the Western Balkan countries in light of their EU membership perspective and the impact that the EU Enlargement of Central and Eastern European countries at the beginning of the twenty first century has given to the Western Balkans. The book presents, in depth, the dual relationship between the EU and the Western Balkans. On the one hand it displays the continuous EU role in the Western Balkans, in particular in issues such as: the EU accession criteria; the EU approach and enlargement strategy; the visa liberalization process; the Stabilization and Association Process; the Stabilization and Association Agreements; instruments of financial assistance; the EU role in restoring and keeping peace and stability and in increasing the regional cooperation among the Western Balkans countries. On the other hand, it presents and analyses the progress the Western Balkans have achieved and the challenges faced such as: initially with the implementation of the bilateral Free Trade Agreements and then the regional Free Trade Agreement and the Stabilization and Association Agreements; nature and effects of these agreements in developing markets, in increasing trade exchanges among the Western Balkans countries; the progress each country has made toward lasting growth and in fulfilling the criteria of the EU integration process. The book reflects the regional approach of EU towards those countries while differentiating the individual progress in each country. This gives the book an interdisciplinary character. The latest enlargement experiences of the EU are used as a comparison for the current EU policy towards Western Balkans, while confirming a clear integration perspective for the region.

This book sheds light on the contradictions underlying the European Union enlargement process, specifically to the Western Balkans, challenging the common assumption that the integration of an extended European space might be possible without mutual transformation of the institutions and agencies involved. Sekulić maps the institutional dimension of the accession process, and analyses how the conditionality principle shapes and constrains the space for negotiation within the EU. Combining ethnographic research with the discourse analysis of the European Commission’s reports and documents from 2008 to 2019 concerning the Western Balkan countries, the book also explores the perceptions and agency of the individuals involved in this process. Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

This book offers a well-investigated and accessible picture of the current situation around the politics of LGBT (Lesbian, Gay, Bisexual, and Transgender) rights and activism in Central Europe and the Western Balkans in the context of the enlargement of the European Union (EU). It provides not only thoughtful reflections on the topic but also a wealth of new empirical findings — arising from legal and policy analysis, large-scale sociological investigations and country case studies. Theoretical concepts come from institutional analysis, the study of social movements, law, and Europeanization literature. The authors discuss emerging Europe-wide activism for LGBT rights and analyze issues such as the tendency of nationalist movements to turn ‘sexual others’ into ‘national others,’ the actions and rhetoric of church actors as powerful counter-mobilizers against LGBT rights, and the role of the domestic state on the receiving end of EU pressure in the field of fundamental rights.
