International maritime law is far from inert, everyday international affairs constantly test existing law and, in many occasions, require its development. Serving the Rule of International Maritime Law is thus not limited to a description of the current state of the law, but contains innovative studies on current issues and events that are testing the present state of international maritime law. The book is intended as a Liber Amicorum to Professor David Joseph Attard. It celebrates his career in international law; he played a crucial role in establishing the IMO International Maritime Law Institute in 1988, the main purpose of which is to train lawyers in private and public international maritime law. Over the last twenty years he has continued to teach at the Institute and has played an important role in contributing to the work of international fora concerned with the development of international law. This work represents a close collaboration amongst practitioners and academics involved in the field of international maritime law including IMO Secretary-General Efthimios E. Mitropoulos, Judge Helmut Tuerk, Professor Francis Reynolds Q.C. and Patrick J.S. Griggs CBE. Part I contains general articles in international maritime law, Part II is dedicated to the law of the sea, and Part III is devoted to issues on shipping law. The articles collected here (two appearing for the first time in English) cover a number of topics central to naval history and illustrate the author's contention that this is not only, or even chiefly, a distinct area of special study, but rather a central theme running through the history of England, and of the whole British Isles. Though the subjects and the styles vary a good deal, the studies are linked by a common approach and some common ideas. Hence many examine ways in which naval history has formed a key element in such subjects as intellectual, religious, administrative or medical history and explored the nature and meaning of sea power as a theme. At the same time naval history is a technical subject, which demands a willingness to understand warships - the most complex artefacts - and the structure of large and complex organisations. Detailed evidence about ships and weapons can build large conclusions, for example about late Anglo-Saxon government and military organisation, or about the nature of warfare at sea in the Renaissance era. While mostly written from the British point of view, several essays explicitly survey naval developments over a range of countries, and even the most narrowly focused are at least implicitly aware of the wider world of war at sea.

These collected essays examine different aspects of the modern law of the sea. They address many key provisions in the United Convention on the Law of the Sea, including its historical development, the substantive rules governing navigation, resources, the regime of the high seas, maritime jurisdiction, the protection of the marine environment and the delimitation of maritime boundaries, as well as the settlement of disputes. The essays also review the Implementation Agreement of 1994 concerning deep seabed mining and the Implementation Agreement of 1995 concerning Straddling and Highly Migratory Fish Stocks. The author presents purely personal views on many negotiations and cases in which he participated. The essays, written between 1988 and 2006, will be of interest to everyone involved in the law of the sea. Across the Ocean contains nine essays, each dedicated to a key question in the history of the trade relations between the Mediterranean and the Indian Ocean from Antiquity to the Early Modern period: the role of the state in the Red Sea trade, Roman policy in the Red Sea, the function of Trajan’s Canal, the pepper trade, the pearl trade, the Nabataean middlemen, the use of gold in ancient India, the constant renewal of the Indian Ocean ports of trade, and the rise and demise of the VOC.

This book presents nine essays and two appendices on both, the 'history of ' and the 'history in' the Indian Ocean prior to c.1500 CE by identifying the factors of change and continuity with reference to particular cases and overviews alike. The third largest maritime space, with the subcontinent and Sri Lanka at its centre, the Indian Ocean has been regularly traversed at least since the third millennium BCE. The book discards the notion of the perceived efficacy of Brahmanical taboos against Indic seafaring and the Eurocentric perspective of 'the age of discoveries', in the history of the Indian Ocean.
