It has become part of the conventional wisdom in the economics of education that subsidies to higher education have a regressive distributional effect. Given that relatively more children from wealthier families enroll in higher education, many economist assume that these subsidies to higher education have an unwanted distributional impact. This volume presents new empirical evidence for the cross-sectional point of view and provides an analytical framework for the longitudinal perspective. The present volume also analyzes the equity and efficiency effects of widely-discussed funding reforms and proposes a voluntary graduate tax.

This book critically examines some of the major trends in the development of higher education. It demonstrates how in the context of liberalisation, globalisation and marketisation, the crisis in higher education has assumed different dimensions in all advanced and emerging societies. The author shows how the state tends to slowly withdraw from the responsibility of higher education, including in the arena of policy-making, or simply adopts a policy of laissez-faire (of non-involvement) which helps in the rapid unbridled growth of private sector in higher education. The notion of higher education as a public good is under serious contestation in current times. The book argues for the need to resurrect the compelling nature of higher education along with its several implications for public policy and planning, while providing a broad portrayal of global developments, comparative perspectives and key lessons. The public responsibility for higher education and research is a cornerstone of the European university heritage. Yet, our societies are changing rapidly, and clinging to old solutions will not further the very values that these solutions were originally designed to protect. The claim on public attention and public funds is growing, but public funds are not, or at least not at the same rate. While public funding of higher education and research is still important, the concept of public responsibility must be understood much more widely. It must also be nuanced by looking more closely at different degrees and levels of public responsibility as well as at the instruments available for exercising such responsibility. The book, which builds on a Council of Europe conference, aims to explore what public responsibility means in the complex societies that have just crossed the threshold to the 21st century by examining both overall higher education policies and specific aspects of it such as higher education for a democratic culture, access to research results, financing, equal opportunities, the approach to regulation and new trends in higher education.
