This environmental impact statement (EIS) has been prepared in response to an application submitted to the U.S. Nuclear Regulatory Commission (NRC) by Progress Energy Florida, Inc. (PEF) for combined construction permits and operating licenses (combined licenses or COLs). The proposed actions related to the PEF application are (1) NRC issuance of COLs for two new power reactor units at the Levy Nuclear Plant (LNP) site in Levy County, Florida, and (2) U.S. Army Corps of Engineers (USACE) issuance of a permit to perform certain construction activities on the site. The USACE is participating in preparing this EIS as a cooperating agency and participates collaboratively on the review team (which comprises NRC staff, contractor staff, and USACE staff).

This supplemental environmental impact statement (SEIS) documents the U.S. Nuclear Regulatory Commission (NRC) staff's analysis and conclusions regarding the environmental impacts of constructing and operating two new nuclear units (Units 3 and 4) at the Vogtle Electric Generating Plant (VEGP) site near Waynesboro, Georgia, and the mitigation measures available for reducing or avoiding adverse environmental impacts.

This environmental impact statement (EIS) has been prepared in response to an application submitted to the U.S. Nuclear Regulatory Commission (NRC) by Duke Energy Carolinas, LLC (Duke) for two combined construction permits and operating licenses (combined licenses or COLs).

If the renewed license is issued, the appropriate energy-planning decisionmakers, along with STPNOC, will ultimately decide if the reactor units will continue to operate based on factors such as the need for power. If the operating licenses are not renewed, then the facility must be shut down on or before the expiration dates of the current operating licenses-August 20, 2027, and December 15, 2028.
