Building 199 was constructed in 1942 and moved to its current site on Pearl Harbor Boulevard in 1945. Building 199 is located within the boundaries of the U.S. Naval Base Pearl Harbor National Historic Landmark (PHNHL), and is deemed eligible for listing on the National Register of Historic Places as a contributing property to the PHNHL. Classified as a Category III facility (i.e., relatively minor importance for defining the historic character of PHNHL and a support building whose function, design, location or other characteristics do not merit designating this building as of 'central' importance to PHNHL), the building has been extensively modified and expanded over time. The remodeled elements are inconsistent with the original construction and detract from the historic character of the building. The building is surrounded by parking lots and is thus isolated from other buildings. There are no prominent historic landmarks in the vicinity that create a historic fabric in the area, and the building is not integral to any key historic view plane.

The Department of the Navy has prepared this Environmental Assessment (EA) pursuant to the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) Regulations implementing the procedural provisions of NEPA (40 CFR Parts 1500-1508), and the Chief of Naval Operations Instruction (OPNAVINST) 5090.1 B. The purpose of this EA is to assess the potential environmental impacts of the Navy's proposed action of demolishing Building 695 at the Pearl Harbor Naval Complex. Building 695 is located outside the boundaries of the U.S. Naval Base Pearl Harbor National Historic Landmark (PHNHL), and is not located within a historic management zone designated by the Integrated Cultural Resources Management Plan (ICRMP). Designated as a Category Ill facility, Building 695 is eligible for listing on the National Register of Historic Places. Commander Navy Region Hawaii (CNRH) has determined that the building is excess to its mission requirements.

The project proposes to demolish Building 693 to reduce the Navy's inventory of excess facilities, improve safety and quality of life of the tenants and customers of Building 693, and allow limited operating and management resources to be reprogrammed to higher priority Navy historic preservation and/or mission-critical activities. Demolition of Building 693 will save the Navy the cost of operating and maintaining excess floor area ($52,000 per year), avoid expenditure of funds for a backlog of critical maintenance and repair items ($170,600), and avoid significant costs associated with structural upgrades to meet modern wind and seismic load requirements.

Commander Navy Region Hawaii (CNRH) proposes to demolish Building 1G to reduce the Navy's excess facilities at Pearl Harbor Main Base. Demolishing Building 1G will eliminate future operations and maintenance costs associated with the facility and allow limited resources to be applied to higher priority mission-related activities. Alternatives evaluated include Layaway and No Action. The Layaway Alternative is not economical as no reuse of the facility could be identified. The Layaway and No Action Alternatives were not selected since they would not achieve the Navy's objectives. The Proposed Action would have an adverse effect on contributing properties and the historic character of the PHNHL. CNRH has complied with Sections 106 and Section 110 of the National Historic Preservation Act (NHPA) by affording the Advisory Council on Historic Preservation (ACHP), the National Park Service and other consulting parties the opportunity to comment. CNRH and ACHP executed a Memorandum of Agreement to conclude consultations pursuant to the NHPA's implementing regulations, 36 CFR Part 800. Mitigation measures required in the MOA were developed and are being implemented as described in the EA. The Proposed action will not significantly impact human health or the environment.

CNRH has complied with Sections 106 and I 10(f) of the National Historic Preservation Act by affording the Advisory Council on Historic Preservation, the State Historic Preservation Officer, the Secretary of the Interior, and other parties the opportunity to consult on the proposed undertaking, and by executing a Memorandum of Agreement that stipulates measures to minimize and mitigate potential adverse effects. Based on information gathered during preparation of the Environmental Assessment, the Navy finds that the Proposed Action will not significantly impact human health or the environment, and an Environmental Impact Statement is not required.
