This book explores the involvement of the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM) in the issue area of environmental and disaster displacement. In considering both agencies’ historical involvement, their response to Typhoon Haiyan, and first-hand accounts from both agency staff and other experts, this book outlines how inter-agency involvement in the issue area has been categorised by (real or imagined) divisions; of agency structures and mandates, activities, and even personalities. While historically inherited differences exist, environmental and disaster displacement has led to a converging of agency roles and amplified tensions, at a time when cooperation is most critical.

Climate change, sometimes thought of as a problem for the future, is already impacting people’s lives around the world: families are losing their homes, lands and livelihoods as a result of sea level rise, increased frequency and intensity of storms, drought and other phenomena. Following several years of preparatory work across the globe, legal scholars, judges, UN officials and climate change experts from 11 countries came together to finalise a new normative framework aiming to strengthen the right of climate-displaced persons, households and communities. This resulted in the approval of the Peninsula Principles on Climate Displacement within States in August 2013. This book provides detailed explanations and interpretations of the Peninsula Principles and includes in-depth discussion of the legal, policy and programmatic efforts needed to uphold the standards and norms embedded in the Principles. The book provides policy-makers with the conceptual understanding necessary to ensure that national-level policies are in place to respond to the climate displacement challenge, as well as a firm sense of the programme-level approaches that can be taken to anticipate, reduce and manage climate displacement. It also provides students and policy advocates with the necessary information to debate and critique responses to climate displacement at different levels. Drawing together key thinkers in the field, this volume will be of great relevance to scholars, lawyers, legal advisors and policy-makers with an interest in climate change, environmental policy, disaster management and human rights law and policy.

The last twenty years have seen a rapid increase in scholarly activity and publications dedicated to environmental migration and displacement, and the field has now reached a point in terms of profile, complexity, and sheer volume of reporting that a general review and assessment of existing knowledge and future research priorities is warranted. So far, such a product does not exist. The Routledge Handbook of Environmental Displacement and Migration provides a state-of-the-science review of research on how environmental variability and change influence current and future global migration patterns and, in some instances, trigger large-scale population displacements. Climate Change already having serious impacts on the lives of millions of people across the world. These impacts are not only ecological, but also social, economic and legal. Among the most significant of such impacts is climate change-induced migration. The implications of this on human rights raise pressing questions, which require serious scholarly reflection. Drawing together experts in this field, Climate Change, Migration and Human Rights offers a fresh perspective on human rights law and policy issues in the climate change regime by examining the interrelationships between various aspects of human rights, climate change and migration. This book examines how states in eight countries across Asia and the Pacific address internal displacement in the context of disasters and climate change. The Asia and the Pacific region accounts for the majority of global disaster-related displacement, but the experience of the millions of individuals displaced differs according to gender, age, ethnicity, (dis)ability, caste, and so forth and is dependent on the legal, administrative, social, and economic structures and processes in place to support them. This book adopts a human rights-based approach, investigating the role of law and policy in preventing displacement, protecting people who are displaced, and engendering durable solutions across cases drawn from Thailand, Cambodia, Indonesia, the Philippines, Nepal, Bangladesh, Vanuatu, and the Solomon Islands. The specific cases in the book also reflect critically on the term ‘displacement’ and the wider normative framework within which this phenomenon is conceptualised and addressed. The book will be of interest to students, researchers, and practitioners working at the intersection of human rights, human mobility, development, disaster risk reduction and management, and climate change adaptation.

While the greatest potential for environmental displacement occurs in poorer nations, internal displacement has resulted from environmental change and disasters in the United States; and climate change will likely amplify this movement. I describe how environmental displacement is a policy drift that reduces the effectiveness of current welfare state policies to protect US populations from the risk of impoverishment. Evidence from previous disasters indicates environmental displacees have particular assistance needs. I identify the four main assistance needs in my Environmental Displacement and Resilience Model then use this model to evaluate whether current policies address housing, finances, health, and discrimination needs of those displaced. My analysis highlights a gap between the country's response to disasters and the current welfare state social safety nets. Without disaster and welfare policy changes environmental displacement will continue to be a policy drift that leave displacees vulnerable to social and economic marginalization.Mientras que el mayor potencial de desplazamientos por causas medioambientales se da en los países más pobres, en los Estados Unidos se ha producido un desplazamiento interno como resultado de cambios ambientales y desastres; y es probable que el cambio climático aumente estos movimientos.
