Twenty years ago, India launched its “Look East” policy. For most of those 20 years, Myanmar’s isolation, mistrust between India and its neighbors, and poor infrastructure connectivity hindered the development of links between South and Southeast Asia. With Myanmar’s tentative opening and improved relations between India and Bangladesh, an opportunity exists for India to boost trade and security ties with mainland and maritime Southeast Asia. And the United States, during President Barack Obama’s second term, is committed to rebalancing toward Asia, with India playing a pivotal role. With these facts in mind, CSIS presents key recommendations in the areas of diplomacy and security, infrastructure and energy, and enhancing people-to-people collaboration among India, ASEAN, and the United States.

ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment. This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity - transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

The ASEAN-India economic integration has made substantial progress in recent years. India’s engagements with Southeast and East Asia have received new momentum under the Act East Policy (AEP). In 2017, ASEAN and India will be celebrating 25 years of their dialogue relations. The relationship is set to deepen in coming days as ASEAN and India step up their collaboration across a range of economic and strategic issues, including trade and connectivity, culture, people-to-people links, trans-national terrorism, and maritime security. However, both of them have been facing several challenges which call for concerted efforts by ASEAN and India. With ASEAN and India working towards establishing a Comprehensive Free Trade Area through Regional Comprehensive Economic Partnership (RCEP) agreement, their cooperation will be key in promoting economic stability, competitiveness, growth and integration in the region. This book is a timely initiative to review the past and suggest the ways to further strengthen the economic partnership. It primarily deals with the economic integration issues between ASEAN and India, and assesses policy priorities, effectiveness, implementation imperatives and challenges. This book analyses the nearly 30 years of India–ASEAN relations from a contemporary perspective, identifies the reasons for India’s vibrant and significant relation with ASEAN and examines the cultural, economic, political and strategic linkages between India and ASEAN. The book projects the future of India–ASEAN relations in the face of the changing Indo-Pacific geopolitics and explores potential policies which could enhance the connection between India and Southeast Asian countries. This publication builds on a vision for Assam, the largest state in northeast India, to follow an outward-looking growth strategy and become a $75 billion economy by 2025. It outlines the potential and key features of Assam as a geostrategic location for multimodal connectivity, regional and cross-border trade, and economic corridors between India and the Association of Southeast Asian Nations (ASEAN) as well as Bangladesh, Bhutan, and Nepal. The vision for Assam as India’s gateway to ASEAN is also geared toward ensuring that both the state and the country remain committed toward achieving the Sustainable Development Goals.
