The Defense Department Bottom-Up Review in October 1993 established the ability to fight two near-simultaneous 'major regional conflicts' as the primary basis for U.S. military force structure planning. Current force reductions are reshaping the military both to meet this mission and to meet very stringent budget limits. It is becoming clear that these budget limits are too small to support a future force large enough to fight two wars, yet still modern and ready enough to win them. Without a compelling global threat, the spending is unlikely to increase. America's military is faced with a mismatch between its plans and its resources. The nation's strategy of engagement rests on two co-equal military pillars: the capability to conduct diverse global operations other than war, and the capability to deploy to a major regional war and win it.

One of the hallmarks of a true profession is its ability to assess and regulate itself, especially with respect to adherence to its foundational ethos. Such self-examination is difficult and often causes discomfort within the profession. Nonetheless, it is absolutely necessary to enable members of the profession to render the service for which the profession exists. U.S. military professionals have never shied away from this responsibility, and they do not today, as evidenced by this riveting monograph. Discussing dishonesty in the Army profession is a topic that will undoubtedly make many readers uneasy. It is, however, a concern that must be addressed to better the Army profession. Through extensive discussions with officers and thorough and sound analysis, Drs. Leonard Wong and Stephen Gerras make a compelling argument for the Army to introspectively examine how it might be inadvertently encouraging the very behavior it deems unacceptable.

Military engagement and forward-based U.S. military forces offer decisionmakers effective and efficient mechanisms for maintaining American influence, deterring aggression, assuring allies, building tomorrow's coalitions, managing the challenge of disorder in the security environment, mitigating the risk of a major interstate war, and facilitating U.S. and coalition operations should deterrence fail. Unfortunately, significant cuts to overseas permanent presence and continuing pockets of institutional bias against engagement as a force multiplier and readiness enhancer have combined to limit the leverage possible through these two policy tools. Instead, reliance on precision strike stand-off capabilities and a strategy of surging American military might from CONUS after a crisis has already started have become particularly attractive approaches for managing insecurity in a more resource-constrained environment. This approach is short-sighted politically and strategically. Relying on stand-off capabilities and so-called "surge readiness" - instead of placing greater emphasis on forward presence and, when employed selectively, military engagement - will ultimately result in reduced American influence with friends and adversaries alike, encourage adversaries to act hastily and aggressively, and have the effect of reducing, not expanding, options available to any President.

Young adulthood - ages approximately 18 to 26 - is a critical period of development with long-lasting implications for a person's economic security, health and well-being. Young adults are key contributors to the nation's workforce and military services and, since many are parents, to the healthy development of the next generation. Although 'millennials' have received attention in the popular media in recent years, young adults are too rarely treated as a distinct population in policy, programs, and research. Instead, they are often grouped with adolescents or, more often, with all adults. Currently, the nation is experiencing economic restructuring, widening inequality, a rapidly rising ratio of older adults, and an increasingly diverse population. The possible transformative effects of these features make focus on young adults especially important. A systematic approach to understanding and responding to the unique circumstances and needs of today's young adults can help to pave the way to a more productive and equitable tomorrow for young adults in particular and our society at large. Investing in The Health and Well-Being of Young Adults describes what is meant by the term young adulthood, who young adults are, what they are doing, and what they need. This study recommends actions that nonprofit programs and federal, state, and local agencies can take to help young adults make a successful transition from adolescence to adulthood. According to this report, young adults should be considered as a separate group from adolescents and older adults.
