This report was produced under the technical assistance project Promoting Renewable Energy, Clean Fuels, and Energy Efficiency in the Greater Mekong Subregion (TA 7679). It focused on renewable energy developments and potential in five countries in the Greater Mekong Subregion (GMS): Cambodia, the Lao People's Democratic Republic, Myanmar, Thailand, and Viet Nam. It assessed the potential of solar, wind, biomass, and biogas as sources of renewable energy. Technical considerations include the degree and intensity of solar irradiation, average wind speeds, backup capacity of grid systems, availability and quality of agricultural land for biofuel crops, and animal manure concentrations for biogas digester systems. Most GMS governments have established plans for reaching these targets and have implemented policy, regulatory, and program measures to boost solar, wind, biomass, and biogas forms of renewable energy. Incentives for private sector investment in renewable energy are increasingly emphasized.

Unlike energy security, energy insecurity has not been extensively studied. While energy security is broadly understood to represent the securing of energy resources, mere physical availability does not necessarily mean that the resources can reach end users. The Mekong River is a vital and valuable resource, with huge development potential for the six states through which it flows. Given the significant asymmetry of power between those states, however, there is a real risk that some might utilise it to the detriment of others. Without a sense of regional belonging, it is difficult to imagine that these states and their constituent communities will take regional imperatives to heart, participate in joint regulatory frameworks, or adopt behaviours for upstream-downstream and lateral cooperation over the appropriation and use of their shared resources. How effectively has closer interdependence of the Mekong countries accommodated the development of a political-social-cultural space conducive to the growth of a regional "we-ness" among not only political elites, but also the general public?
