The war in Ukraine has highlighted Europe's urgency to diversify its energy supplies and reduce dependence on Russia. While, in such context, energy security has become a top political priority for Europe, energy resources from the Middle East and North Africa (MENA) region have drawn European countries' renewed attention. Boasting abundant oil and gas reserves, the MENA region will likely play a leading role in Europe's current energy crisis. While MENA exporters' ability to increase their supply is limited in the short-term, more resources are likely to be available in a longer-term perspective. As Europeans are scrambling for alternatives, this Report analyses the different implications for a number of MENA exporters of fossil fuels. As these countries have become even more central to Europe's energy security, assessing their prospects is of paramount importance, including not only their short-term role as suppliers of fossil fuels, but also their opportunity to accelerate along the path of the green transition. How is the current energy crisis affecting the role of MENA hydrocarbons producers as Europe's energy suppliers? How will Europe's needs in additional resources redefine energy geopolitics in the Middle East and North Africa? Which new prospects for their green transition?

This book explores the evolving roles of energy stakeholders and geopolitical considerations, leveraging on the dizzying array of planned and actual projects for solar, wind, hydropower, waste-to-energy, and nuclear power in the region. Over the next few decades, favorable economics for low carbon energy sources combined with stagnant oil demand growth will facilitate a shift away from today’s fossil fuel-based energy system. Since 2011, democratic transitions in the Middle East and North Africa have mostly failed to consolidate and have been hindered by the difficult economic heritage of previous authoritarian governments. Yet newly established democratic governments must deliver on the expectations of their people, especially the poorer strata, otherwise disillusionment may open the door to restoration of authoritarian rule. Can democracy succeed? Various ideas for economic policies that may help consolidate the early democratisation process are proposed in this volume, while major obstacles on the way to democratic success are also highlighted. The Middle East and North Africa region is well-known for its abundant natural resources and important geostrategic position. This position is often overshadowed by continued sectarian violence and trans-boundary conflicts that threaten the stability of the entire region with serious global implications. This preoccupation with conflict has come at the expense of addressing the region’s other challenges. Although the region’s fragile environmental state has increasingly preoccupied policymakers in individual countries, there is currently insufficient attention paid to coordinating collaborative action to recognise and address problems relating to its environmental sustainability and climatic change. In the absence of a positive agenda for tackling these issues, recurrent environmental setbacks and rapid depletion of the region’s natural resources continue to pose a major threat to the long-term economic, political, and social stability of the region. Despite the urgency of these challenges, there is little research dedicated to studying MENA’s environmental sustainability. Environmental Challenges in the MENA Region: The Long Road from Conflict to Cooperation draws from the proceedings of a seminal international conference on the subject at SOAS in October 2016, which was held as a celebration of the SOAS Centenary. This led to a collective contribution by experts and policy-makers concerned with the state of the MENA region’s environmental predicament with the aim of addressing these problems in a constructive and forward-looking approach. The chapters in this book are predicated upon two critical premises. First, expertise and awareness from a wide range of disciplines is required to understand and address environmental challenges. And, second, to have a real chance of success, MENA countries need to confront these problems as their common threats and to see them as an opportunity for regional cooperation and policy coordination. This book provides the results of an interdisciplinary effort to address the various dimensions of the region’s environmental challenges from across the region and disciplines.
