Energy Conservation Program for Consumer Products - Test Procedure for Residential Central Air Conditioners and Heat Pumps (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition) The Law Library presents the complete text of the Energy Conservation Program for Consumer Products - Test Procedure for Residential Central Air Conditioners and Heat Pumps (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition). Updated as of May 29, 2018 The Department of Energy (DOE, or the Department) amends its test procedures for residential central air conditioners and heat pumps. This final rule adds new sections and revises several sections of the test procedure to bring it up-to-date by eliminating the need for several test procedure waivers and making it more complete. The Department also re-organized the test procedure to be more chronological in its progression. The revisions to the test procedure do not alter the minimum energy conservation standards currently in effect for central air conditioners and heat pumps. This book contains: - The complete text of the Energy Conservation Program for Consumer Products - Test Procedure for Residential Central Air Conditioners and Heat Pumps (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition) - A table of contents with the page number of each section

Updated as of May 29, 2018 On August 24, 2016, the U.S. Department of Energy (DOE) published a supplemental notice of proposed rulemaking (SNOPR) to amend the test procedure for central air conditioners and heat pumps. That SNOPR serves as the basis for this final rule. This final rule amends the test procedure and specific certification, compliance, and enforcement provisions related to this product. In this final rule, DOE makes two sets of amendments to the test procedure: Amendments to appendix M that would be required as the basis for making efficiency representations starting 180 days after final rule publication and a new appendix M1 that would be the basis for making efficiency representations as of the compliance date for any amended energy conservation standards. The new appendix M1 establishes new efficiency metrics SEER2, EER2, and HSPF2 that are based on the current efficiency metrics for cooling and heating performance, but generally have different numerical values than the current metrics. Broadly speaking, the amendments address off-mode test procedures, test set-up and fan delays, external static pressure conditions for testing, represented values for CAC/HP that are distributed in commerce with multiple refrigerants, the methodology for testing and calculating heating performance, and testing of variable-speed systems. Updated as of May 29, 2018 On November 9, 2015, the U.S. Department of Energy (DOE) issued a supplemental notice of proposed rulemaking (SNOPR) to amend the test procedure for central air conditioners and heat pumps. That proposed rulemaking serves as the basis for the final rule. The final rule, in addition to satisfying the agency's obligation to periodically review its test procedures for covered equipment, amends specific certification, compliance, and enforcement provisions related to this product. In the final rule DOE makes the following amendments to the current test procedure: a new basic model definition as it pertains to central air conditioners and heat pumps and revised requirements for represented values; revised alternative efficiency determination methods; termination of active waivers and interim waivers; procedures to determine off mode power consumption; changes to the test procedure that would improve test repeatability and reduce test burden; and clarifications to ambiguous sections of the test procedure intended also to improve test repeatability and reproducibility Some of these amendments also include incorporation by reference of updated industry standards. 2017-01-06 Energy Conservation Program - Energy Conservation Standards for Residential Central Air Conditioners and Heat Pumps - Direct final rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition) The Law Library presents the complete text of the 2017-01-06 Energy Conservation Program - Energy Conservation Standards for Residential Central Air Conditioners and Heat Pumps - Direct final rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition). Updated as of May 29, 2018 The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including residential central air conditioners and heat pumps. EPCA also requires the U.S. Department of Energy (DOE) to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would save a significant amount of energy. In this direct final rule, DOE adopts amended energy conservation standards for residential central air conditioners and heat pumps. Updated as of May 29, 2018 The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including residential furnaces and residential central air conditioners and heat pumps. EPCA also requires the U.S. Department of Energy (DOE) to determine whether more-stringent, amended standards for these products would be technologically feasible and economically justified, and would save a significant amount of energy. In this direct final rule, DOE adopts amended energy conservation standards for residential furnaces and for residential central air conditioners and heat pumps. A notice of proposed rulemaking that proposes identical energy efficiency standards is published elsewhere in this issue of the Federal Register. If DOE receives adverse comment and determines that such comment may provide a reasonable basis for withdrawing the direct final rule, this final rule will be withdrawn, and DOE will proceed with the proposed rule.
