In the global North the commoditization of creativity and knowledge under the banner of a creative economy is being posed as the post-industrial answer to dependency on labour and natural resources. Not only does it promise a more stable and sustainable future, but an economy focused on intellectual property is more environmentally friendly, so it is suggested. Contested Powers argues that the fixes being offered by this model are bluffs; development as witnessed in Latin American energy politics and governance remains hindered by a global division of labour and nature that puts the capacity for technological advancement in private hands. Renewing Destruction examines how wind energy projects impact people and their environments. Wind energy development, in Mexico and most countries, fall into a ‘roll out’ neoliberal strategy that is justified by climate change mitigation programs that are continuing a process of land and wind resources grabbing for profit. The result has been an exaggeration of pre-existing problems in communities around land, income-inequality, local politics and, contrary to public relations stories, is devastating traditional livelihoods and socio-ecological relationships. Exacerbating pre-existing social and material problems in surrounding towns, wind energy development is placing greater stress on semi-subsistence communities, marginalizing Indigenous traditions and indirectly resulting in the displacement and migration of people into urban centers. Based on intensive fieldwork with local groups in Oaxaca, Mexico, this book provides an in-depth study, demonstrating the complications and problems that emerge with the current regime of ‘sustainable development’ and wind energy projects in Mexico, which has wider lessons to be drawn for other regions and countries. Put simply, the book reveals a tragic reality that calls into question the marketed hopes of the green economy and the current method of climate change mitigation. It shows the variegated impacts and issues associated with building wind energy parks, which extends to recognizing the destructive effects on Indigenous cultures and practices in the region. The book, however, highlights what to consider or, more importantly, what to avoid if one is working with industrial-scale wind energy systems.

Physical Capital Development and Energy Transition in Latin America and the Caribbean introduces the reader to applied theory and potential solutions to manage the transition from fossil energies to renewables given the resource wealth and infrastructural limitations of Latin American and Caribbean (LAC) countries. The work presents consistent empirical approaches and relevant econometric approaches grounded in case studies that offer realistic portrayals of complex multidisciplinary phenomena. It provides policymakers with the knowledge needed for economic decision-making, especially regarding the energy transition and the physical capital development in the LAC (and similar developing regions). This Element focuses on Latin American fossil fuel producer countries and how they are dealing with the transition towards a greener energy matrix. The challenges involved are multiple and ethical in substance. In particular, a worldwide expansion in clean energies would reduce climate change, physical risks. A rapid transition, however, induces the irruption of a new (financial) risk. The energy transition, in addition, could be thought of as a new arena for political disputes. Finally, it evaluates the relevance of monetary policy and financial regulation to tackle the issue from a macro perspective. Energy transition, however, have also long-term but uncertain consequences on the national economy. Henceforth, and in order to minimize risks, a long-term, strategic vision of the challenge confronted by the region becomes mandatory. To tackle all these problems, this Element profits from contributions of different disciplines.

With rapid energy growth in the past 40 years, the Latin American and Caribbean (LAC) region has maintained a steady increase in electricity needs above the global level. While there is no question that demand will remain strong over the next two decades, what remains to be seen is what kind of energy matrix will be used to meet that appetite and what will be the investments going into the industry. This report makes an attempt to answer these critical questions by taking a deep look into the demand and supply side of the industry. To this end, it will seek to (i) identify the amount of demand growth until 2040, (ii) project the electricity generation matrix by each energy source, and (iii) determine the investment requirements by source, based on cost efficiency criteria, for regulators and utilities’ consideration.
