Sin embargo, no ha perdido su esencia, manteniendo su carácter normativo bajo condiciones de relevancia, transparencia y fiabilidad de los hechos económicos. Día con día, en los círculos académicos, es más latente el interés por proporcionarle a esta área del conocimiento funciones para establecer patrones de acción y comportamiento para mejorar la situación ambiental de las empresas. Es por ello que ha surgido un área que por su importancia ha motivado a académicos, empresarios e investigadores, y que está destinada precisamente a cubrir expectativas de información teniendo como base la racionalidad de recursos: la contabilidad financiera ambiental. La presente obra está dedicada a abordar, desde una perspectiva teórica, algunas experiencias que se han obtenido, tanto en México como en Cuba, con el consenso de que sin duda el camino hacia la normatividad contable ambiental es aún incipiente.

A creative and comprehensive exploration of the institutional forces undermining the management of environments critical to public health. For almost two decades, the citizens of Western Mexico have called for a cleanup of the Santiago River, a water source so polluted it emanates an overwhelming acidic stench. Toxic clouds of foam lift off the river in a strong wind. In Sewer of Progress, Cindy McCulligh examines why industrial dumping continues in the Santiago despite the corporate embrace of social responsibility and regulatory frameworks intended to mitigate environmental damage. The fault, she finds, lies in a disingenuous discourse of progress and development that privileges capitalist growth over the health and well-being of ecosystems. Rooted in research on institutional behavior and corporate business practices, Sewer of Progress exposes a type of regulatory greenwashing that allows authorities to deflect accusations of environmental dumping while “regulated” dumping continues in an environment of legal certainty. For transnational corporations, this type of simulation allows companies to take advantage of double standards in environmental regulations, while presenting themselves as socially responsible and green global actors. Through this inversion, the Santiago and other rivers in Mexico have become sewers for urban and industrial waste. Institutionalized corruption, a concept McCulligh introduces in the book, is the main culprit, a system that permits and normalizes environmental degradation, specifically in the creation and enforcement of a regulatory framework for wastewater discharge that prioritizes private interests over the common good. Through a research paradigm based in institutional ethnography and political ecology, Sewer of Progress provides a critical, in-depth look at the power relations subverting the role of the state in environmental regulation and the maintenance of public health.

This book examines the role played by business in urban water governance by analyzing the evolution of the global private water sector along with four public-private partnerships in Mexico and the U.S. The local nature of water services often hides the global developments behind the rise of transnational water corporations, which have gone from being local operators to becoming dynamic and powerful actors within an interconnected transnational space for water. This book focuses on the French groups Veolia and Suez, two of the most prominent private actors in global water governance, and the development and adaptation strategies of both companies in the cities of Aguascalientes, Mexico City, Atlanta, and Milwaukee over the past 30 years. Drawing on over 100 interviews conducted with corporate executives, public authorities, and local users of water services, this book moves beyond the simplistic dichotomy of the public-private debate and develops a theoretical framework that analyzes the economic and political power wielded by transnational business actors in global water governance. Not only does the book explain how Veolia and Suez strategically mobilize resources at difference scales in order to expand their global operations, but it also provides a nuanced picture of how state regulation remains of central importance to understanding the dynamics and evolution of the global water sector.
