This book focuses on the understanding of factors and mechanisms involved in the development of agency mainly in three related contexts --- participatory development, extension work, and service transactions. The research has its starting point in the recognition of the critical role played by “agency” (commonly understood as want/will for and practice of self-determination and self-management) on the part of intended beneficiaries of services and projects for effective implementation and sustainability. It is designed to address this subject matter with its principal focus on inner capacities and orientations of human beings, posing questions as to how such capacities and orientations could be enhanced and activated in practice by external actors in the field of public policies for socioeconomic and international development. The project is organized transcending traditional disciplinary boundaries --- combining anthropological, psychological, and economic approaches and perspectives.

This book explores the linkages between Amartya Sen’s Capability Approach and participatory forms of development – especially those associated with critical pedagogy and empowerment from the bottom-up. It shows how the capability approach and the participatory movement can complement and reinforce each other helping to ensure that democratic principles are respected and become the foundation for sustainable human development. The Capability Approach provides guiding principles for protecting the transformative roots of participation (safeguarding ownership, accountability and empowerment), while participation delivers vital methods for making the Capability Approach operational. Divided into three overlapping parts that focus on concepts, methods and applications, this work draws on diverse fieldwork experiences to unpack power relations, address adaptive preferences, explore individual and collective agency, consider new partnerships for development, and develop innovative concepts.

This open access book challenges international policy ‘groupthink’ about lifelong learning. Adult learning – too long a servant of business competitiveness – should be reimagined as central to democratic society. Young adults, especially from disadvantaged backgrounds, engage more in education and training, and learn more day-to-day at work, if provision is democratically organised and based on enduring and inclusive institutional networks, and when jobs encourage and reward the acquisition of skills. Using innovative qualitative and quantitative methods, the contributors develop a critical perspective on dominant policies, investigating – across the European Union and Australia – how ‘vulnerable’ young adults experience programmes designed to improve their ‘employability’, and how ‘skills for jobs’ policies squeeze out wider – and wiser – ideas of what education and training should do. Chapters show why some provision works for those with poor educational backgrounds, why labour market and educational institutions matter so much, how adult education can empower and expand people’s agency, and the challenges of using artificial intelligence in lifelong learning policy-making. Several investigate the pivotal role of workplace learning in organisational life, and in learning during ‘emerging adulthood’.
