This publication offers a framework for the empowerment of people living in poverty throughout the world that concentrates on increasing people's freedom of choice and action to shape their own lives. Based on analysis of practical experiences, the book identifies four key elements to support empowerment: information, inclusion and participation, improved accountability and local organisational capacity. This framework is then applied to five areas of action to improve development effectiveness: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid. It also offers twenty 'tools and practices' which concentrate on a wide-range of topics to support the empowerment of the poor.

Large-scale poverty reduction depends on the effective empowerment of poor people themselves. This publication sets out a conceptual framework that can be used to monitor and evaluate empowerment programmes, based on papers written by practitioners and researchers in a wide variety of fields, including economics and political science, sociology and psychology, anthropology and demography. Two persistent problems that affect a significant portion of Indian women are poverty and violation of their human rights. In recent years, micro-credit has come to be viewed as a vital tool to ameliorate both conditions. However, there are few studies in the Indian context which test the validity of the assumption that there is a linear link between micro-credit, poverty reduction and women`s empowerment. This important and thought provoking volume brings together revealing case studies of micro-credit interventions made by six non-governmental and quasi-governmental bodies in five states of peninsular India, several of which have been supported by the United Nations Development Programme (UNDP). The six case studies are diverse in terms of their socio-economic and geo-political contexts: the nature and ideological orientation of the intermediary organizations; the groups targeted by the projects (exclusively women or men and women); and the life-spans of the projects. Despite their differences, all the studies offer useful lessons on the institutional structures and processes that do or do not facilitate women`s empowerment and poverty reduction, while exploring the potential and limitations of micro-credit to achieve these twin goals.

This Poverty Reduction Strategy Paper for Nigeria highlights the National Economic Empowerment and Development Strategy (NEEDS). NEEDS gives special support to agriculture, industry, small and medium-scale enterprises, and oil and gas. Under the plan, the government will seek long-term capital for investment. Trade policy will be modified to unburden business of the red tape and complex procedures that hinder it from flourishing. NEEDS envisages forging stronger links between educational institutions and industry to stimulate rapid industrial growth and efficient exploitation of resources.

Despite significant gains in promoting economic growth and living conditions (or "human progress") globally over the last twenty-five years, much of the developing world remains plagued by poverty and its attendant problems, including high rates of child mortality, illiteracy, environmental degradation, and war. In Growth and Empowerment, Nicholas Stern, Jean-Jacques Dethier, and F. Halsey Rogers propose a new strategy for development. Drawing on many years of work in development economics—in academia, in the field, and at international institutions such as the World Bank—the authors base their strategy on two interrelated approaches: building a climate that encourages investment and growth and at the same time empowering poor people to participate in that growth. This plan differs from other models for development, including the dogmatic approach of market fundamentalism popular in the 1980s and 1990s. Stern, Dethier, and Rogers see economic development as a dynamic process of continuous change in which entrepreneurship, innovation, flexibility, and mobility are crucial components and the idea of empowerment, as both a goal and a driver of development, is central. The book points to the unique opportunity today—after 50 years of successes and failures, and with a growing body of analytical work to draw on—to pursue new development strategies in both research and action.
