Zambia is one African country which has evolved from being a classic example of a colonial economy to become an independent state with a large export enclave. The economy has had to face structural problems that have at one time or another, characterised other African economies. This study therefore throws light upon many aspects of the labour markets elsewhere in Africa. Originally published in 1979, this book analyses 3 stages of development in the Zambian labour force: the first running up to 1930 when the Copperbelt was opened up, was followed by over 30 years of economic and employment growth, leading to the emergence of a wage and skill structure that differentiated strongly between Africans and non-Africans. Finally there is the period since the early 1960s when the racial basis for employment and earnings restrictions have been lifted but where inequalities remain. Each of these stages is examined in detail and complemented by a theoretical discussion of the factors affecting the development of the wage structure and earnings differentials within Zambia. The impact of government policy income distribution is also discussed and illustrated by means of a comparative study of government income policies in Zambia, Tanzania and Kenya.

This paper reviews the evidence on how households in Sub-Saharan Africa segment along consumption, income and earning dimensions relevant for quantitative macroeconomic policy models which incorporate heterogeneity. Key findings include the importance of home-grown food in the income and consumption of house-holds well up the income distribution, the lack of formal financial inclusion for all but the richest households, and the importance of non-wage income. These stylized facts suggest that an externally-generated macroeconomic shock and the short-term policy response would mainly affect the behavior and welfare of these richer urban households, who are also more likely to have the means to cope. Middle class and poor households, especially in rural areas, should be insulated from these external shocks but vulnerable to a wide range of structural factors in the economy as well as idiosyncratic shocks.

Estimates of a supply-side model of the nonprimary sectors, in which particular attention has been paid to modeling key characteristics of the evolution of the apartheid system, are presented. These imply that the wage differential between white and nonwhite workers doing similar jobs fell significantly over the last two decades to around 14 percent in 1990. This relatively small gap implies that medium-term prospects for the advancement of the disadvantaged groups in South Africa depend heavily on their ability to take up skilled employment, with the direct gains from the elimination of apartheid being relatively small.

Revised version of a lecture on comparison of effects of economic policies on income distribution and economic growth in Tunisia and the Cote d'Ivoire - finds improvement in standard of living and gross domestic product in both countries, emphasizing the social effectiveness of policies stressing production and productivity as opposed to those that attempt to solve problems by subsidies, price policy, protectionism and other means. First Published in 1975. These essays cover diverse topics on questions of employment, unemployment and income distribution in the Third World. The justification for collecting them into a single volume arises from the recent identification of the problem of employment in developing countries with that of income distribution.
