The primary purpose of this study was to identify the emerging trends in education and agriculture and their impact on the secondary agricultural education program. The study was conducted to serve the needs of state and national agricultural education program leaders as they develop future plans and activities for the program. For this study, the researcher did a national solicitation for nominations to identify the experts in education and agriculture. This nomination process was conducted with national agricultural education leaders, state agricultural education leaders, university agricultural educators and agriculture teachers. The call for nominations was sent to 1,160 individuals via email. One hundred and forty-two experts were identified from the nomination process. Seventy-two of experts were in education and 70 experts were in agriculture. This group was narrowed to two panels of 50 experts in education and 50 experts in agriculture for round one. In round two responses were sought from the 32 educational experts and 25 agricultural experts that had responded in round one. In round three, 17 educational experts and 15 agricultural experts responded. Initially, in round one, 264 educational issues and 180 agricultural issues were identified. This list was reduced to 40 educational issues and 24 agricultural issues for round two. This list was prioritized into a list of 19 educational issues and 17 agricultural issues. This list was prioritized to a group of 12 educational issues and six agricultural issues. Educational issues included: Finance and Budget, Teacher Recruitment, Teacher Education, Curriculum, Educational Leadership, Teacher Recognition and Reward, Teaching and Instructional Strategies, Standards, Legislation and Policy, Professional Development, Teacher Attitude, and State Leadership. Agriculture Issues included: Environmental Influences on Agriculture, Technology and Innovation in Agriculture, Food Supply and Safety in Agriculture, Trade Iss.

During the next ten years, colleges of agriculture will be challenged to transform their role in higher education and their relationship to the evolving global food and agricultural enterprise. If successful, agriculture colleges will emerge as an important venue for scholars and stakeholders to address some of the most complex and urgent problems facing society. Such a transformation could reestablish and sustain the historical position of the college of agriculture as a cornerstone institution in academe, but for that to occur, a rapid and concerted effort by our higher education system is needed to shape their academic focus around the reality of issues that define the world's systems of food and agriculture and to refashion the way in which they foster knowledge of those complex systems in their students. Although there is no single approach to transforming agricultural education, a commitment to change is imperative.

The Board on Agriculture organized a Forum on Agriculture's Role in K-12 Education to provide an opportunity for agricultural professional societies to explore ways in which examples from agriculture, food, and environment systems can be used to enhance inquiry-based science education. Participants discussed how professional societies could enhance the continued education of K-12 teachers, improve school science programs, and increase collaboration with other professional societies and science teachers. This booklet presents the proceedings of this forum. Chapters include: (1) A Scientist's Role in K-12 Education; (2) Scientist and Teacher Partnerships; (3) Sustaining Support for Science Education; and (4) Future Roles for Professional Societies and Scientists. An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries. (Contains 28 tables, 14 figures, and 64 boxes.).
