This comparative study of electoral procedures, trends, and key issues is the first to deal with the representation of women and minorities around the world. Wilma Rule and Joseph Zimmerman have brought together an international team of scholars who show why there is gross underrepresentation of women and minorities internationally and who analyze the cultural, socio-economic, and political barriers to their future electoral successes. The scholars describe the current situation in 20 countries in various regions and point to ways for women and minorities to enhance positions politically. Citizens living in presidential or parliamentary systems face different political choices as do voters casting votes in elections governed by rules of proportional representation or plurality. Political commentators seem to know how such rules influence political behaviour. They firmly believe, for example, that candidates running in plurality systems are better known and held more accountable to their constituencies than candidates competing in elections governed by proportional representation. However, such assertions rest on shaky ground simply because solid empirical knowledge to evaluate the impact of political institutions on individual political behaviour is still lacking. The Comparative Study of Electoral Systems has collected data on political institutions and on individual political behaviour and scrutinized it carefully. In line with common wisdom results of most analyses presented in this volume confirm that political institutions matter for individual political behaviour but, contrary to what is widely believed, they do not matter much.

An examination of the ways in which the introduction of mixed-member electoral systems affects the configuration of political parties

Electoral Systems and Political Transformation in Post-Communist Europe assesses the influence of electoral systems on political change in 20 post-communist European states. The main finding is that electoral institutions have systematic effects on the formation of representative structures. 'Party-enabling' aspects of electoral laws such as list proportional representation tend to foster popular inclusion in politics and institutionalized party systems, whereas 'politician-enabling' rules such as single-member districts and ballots that allow voters to select individuals often favour the development of weakly structured systems and high levels of popular exclusion from the representative process.

This book offers the first comparative monograph on the management of elections. The book defines electoral management as a new, inter-disciplinary area and advances a realist sociological approach to study it. A series of new, original frameworks are introduced, including the PROSeS framework, which can be used by academics and practitioners around the world to evaluate electoral management quality. A networked governance approach is also introduced to understand the full range of collaborative actors involved in delivering elections, including civil society and the international community. Finally, the book evaluates some of the policy instruments used to improve the integrity of elections, including voter registration reform, training and the funding of elections. Extensive mixed methods are used throughout including thematic analysis of interviews, (auto-)ethnography, comparative historical analysis and, cross-national and national surveys of electoral officials. This text will be of key interest to scholars, students and practitioners interested and involved in electoral integrity and elections, and more broadly to comparative politics, public administration, international relations and democracy studies. No subject is more central to the study of politics than elections.
