This report by the Nat. Science and Technology Council¿s U.S. Climate Change Science Program (CCSP) is part of a series of Synthesis and Assessment Products produced by the CCSP. This series of 21 reports is aimed at providing current evaluations of climate change science to inform public debate, policy, and operational decisions and is also intended to inform CCSP¿s consideration of future program priorities. CCSP¿s guiding vision is to provide the Nation and the global community with the science-based knowledge to manage the risk and opportunities of change in the climate and related environmental systems. This comprehensive, current examination of U.S. law as it relates to global climate change begins with a summary of the factual and scientific background of climate change based on governmental statistics and other official sources. Subsequent chapters address the international and national frameworks of climate change law, including the Kyoto Protocol, state programs affected in the absence of a mandatory federal program, issues of disclosure and corporate governance, and the insurance industry. Also covered are the legal aspects of other efforts, including voluntary programs, emissions trading programs, and carbon sequestration.

Energy Transformation towards Sustainability explores how researchers, businesses and policymakers can explore and usefully improve energy systems and energy consumption behavior, both to reflect the reality of climate change and related environmental degradation and to adapt to the expanding periphery of renewable energy technologies. It introduces the reader to a suite of potential policy pathways to the necessary transformation in societal energy consumption, usage and behavior. Solutions discussed include energy efficiency, energy security, the role of political leadership, green public policy, and the transition to renewable energy sources. International contributions address the range and depth of current research from a position of advocacy for 'energy stewardship' as the driver of this transformation. Case studies illustrate the range of various countries to diminish energy use. Finally, policy avenues are covered in depth.

Prepared for the 2013 National Climate Assessment and a landmark study in terms of its breadth and depth of coverage, Climate of the Southeast United States is the result of a collaboration among three Regional Integrated Sciences and Assessments Centers: the Southeast Climate Consortium; the Carolinas Regional Sciences and Assessments; and the Southern Climate Impacts Planning Program; with contributions from numerous local, state, federal, and nongovernmental agencies to develop a comprehensive, state of the art look at the effects of climate change in the region. The book summarizes the scientific literature with respect to climate impacts on the Southeast United States, including 11 southern states to the east of the Mississippi River, Puerto Rico, and the US Virgin Islands; reviews the historic climate, current climate, and the projected future climate of the region; and describes interactions with important sectors of the Southeast and cross-sectoral issues, namely climate change mitigation, adaptation, and education and outreach. Rich in science and case studies, it examines the latest climate change impacts, scenarios, vulnerabilities, and adaptive capacity and offers decision makers and stakeholders a substantial basis from which to make informed choices that will affect the well-being of the region’s inhabitants in the decades to come.

There remains significant uncertainty about the exact scope and timing of climate change-related impacts on water resources, but the National Water Program and its partners need to assess emerging climate change information, evaluate potential impacts of climate change on water programs, and identify needed responses. This report is an initial effort to evaluate how best to meet our clean water and safe drinking water goals in the context of a changing climate. The ideas and response actions outlined here are the product of a cooperative effort among the EPA water program managers in national and Regional offices.
