Educational opportunities determine the intergenerational mobility of human capital and are affected by institutional features of schooling systems. The aim of this paper is twofold. It intends to show how strongly student performance depends on student background at two important stages in a student's life as well as to explain cross-country differences in educational opportunities by schooling institutions. A difference-in-differences estimation approach is applied to control for country-specific effects. The results imply that educational opportunities decrease with student age in most countries. However, the attitude of parents seems to become more important while the impact of social origin decreases. A greater differentiation of the schooling system as indicated by streaming and private schools is associated with a greater effect of social background while more instruction time limits the impact of social origin on student performance. Higher school autonomy increases the impact of parental influence.

Education has always been a key driver in our nation's struggle to promote social mobility and widen the circle of people who can enjoy the American Dream. No set of educational institutions better embodies the promise of equal opportunity than community colleges. Two-year colleges have opened the doors of higher education for low-income and working-class students as never before, and yet, community colleges often lack the resources to provide the conditions for student success. Furthermore, there is a growing racial and economic stratification between two- and four-year colleges, producing harmful consequences. Bridging the Higher Education Divide faces those grave realities in unblinking fashion. Led by co-chairs Anthony Marx, the president of the New York Public Library and former president of Amherst College, and Eduardo Padron, the president of Miami Dade College, the task force recommends ways to reduce the racial and economic stratification and create new outcomes-based funding in higher education, with a much greater emphasis on providing additional public supports based on student needs.The report also contains three background papers: "Community Colleges in Context: Exploring Financing of Two- and Four-Year Institutions" by Sandy Baum of George Washington University and Charles Kurose, an independent consultant for the College Board; "School Integration and the Open Door Philosophy: Rethinking the Economic and Racial Composition of Community Colleges" by Sara Goldrick-Rab and Peter Kinsley of the University of Wisconsin-Madison; and "The Role of the Race, Income, and Funding on Student Success: An Institutional-Level Analysis of California Community Colleges" by Tatiana Melguizo and Holly Kosiewicz of the University of Southern California.

Even if in most countries non-university higher education institutions did not have originally a research mandate, it is well known that in most cases these institutions have progressively developed research activities and, at least in some countries, the State now has recognized the research role of these institutions and provided support and funding. Moreover, in many countries the role of research in polytechnics, ‘fachhochschulen’, ‘hogescholen’, university colleges, etc is on the political agenda. Despite the importance of the issue, there are very few in-depth studies of research in the non-university sector. These studies show that the development of research in these institutions leads to quite complex interactions with universities, both in the sense of convergence (academic drift) and/or of differentiation of a specific research mandate oriented towards the regional economy. Therefore, this book aims to fill this gap by first analysing a number of transversal issues related to the research mission of these institutions. In its second part it gives an overview of the state of the art in eight European countries.

It, then, discusses the criteria for being innovative in the academic world. The book selects some of the top innovative world-class universities to study the factors that qualified them to be innovative, so that any other university can follow their steps to become innovative. Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.
