This study aims to examine how public spending affects economic growth during the COVID-19 period in the Philippines. The overall design of the research study on the economic situation and public spending during the COVID-19 Pandemic is based on related literature, related studies, empirical studies, and research evidence to get the outcome and state of the economy. The Philippine growth had tapered off to only under six percent until the 2020 pandemic hit the country. Economic theory would suggest that, on some occasions, lower levels of state spending would enhance the economic process, while on other occasions, higher levels of state spending would be more desirable. One of the main economic sectors, agriculture, forestry, fishing, industry, and services all posted growth within the fourth quarter with 1.4 percent, 9.5 percent, and 7.9 percent, respectively. The study results under the Development Budget Coordination Committee state that the Philippine economy continued its strong growth momentum at 6.0 percent in 2019. The examination under the report of the International Labor Organization (2020) is about the multidimensional impact on employment and the labor market that provides an account of the evolution of COVID-19 within the Philippines and its economic impact within the first half of 2020. This is the evidence that shows the economic situation and public spending during the COVID-19 pandemic. From this paper, the attempts by the Philippine government to reply to COVID-19 closely followed the trail of a classic market-driven economic recovery. It viewed the crisis as a short-lived setback for aggregate demand and not a systemic market failure. Through dialogue and concerted action by governments, employers, and worker's organizations, policies and programs can be designed and implemented to deal with the immediate health crisis and to mitigate the effects of some of these measures on employment and incomes.

Covid-19 and the Global Political Economy investigates and explores how far and in what ways the Covid-19 pandemic is challenging, restructuring, and perhaps remaking aspects of the global political economy. Since the 1970s, neoliberal capitalism has been the guiding principle of global development: fiscal discipline, privatisations, deregulation, the liberalisation of trade and investment regimes, and lower corporate and wealth taxation. But, after Covid-19, will these trends continue, particularly when states are continuing to struggle with overcoming the pandemic and violating one of neoliberalism’s key principles: balanced budgets? The pandemic has exposed the fragility of the global political economy, and it can be argued that the intensification of global trade, tourism, and finance over the past 30 years has facilitated the spread of infectious diseases such as Covid-19. Therefore, economies in lockdown, jittery markets, and massive government spending have sparked interest in potentially re-evaluating certain features of the global political economy. This volume brings together leading and upcoming critical scholars in international relations and international political economy to provide novel, timely, and innovative research on how the Covid-19 pandemic is impacting (and will continue to impact) the global economy in important dimensions, including state fiscal policy, monetary policy, the accumulation of debt, health and social reproduction, and the future of austerity and the fate of neoliberalism. It tries to incorporate the valuable contribution of experts from various fields of knowledge in a consolidated volume. The impact of the COVID-19 pandemic on the global economy, just as with the Great Recession a decade earlier, has served to reinforce the fact that the world is hierarchically organized and the distribution of power between countries is distinctly asymmetric. Gathering multiple viewpoints of Latin American researchers, this book explores the impacts of the pandemic, including unequal access to vaccines and recovery finance, on economies in the region. The book is organised in three substantial sections: the first brings together conceptual work which rethinks the fundamental categories for critical thinking on the challenges for Latin American development in a post-pandemic scenario. In the second part, the chapters focus on studying the Latin American financial reconfiguration that is being driven by the pandemic, particularly through a comparison of the experience of countries of the world economy’s core and periphery. Finally, the third part evaluates the concrete experiences of different Latin American countries in this very specific historical moment, emphatically analyzing the economic policy responses that the governments are adopting to deal with the current sanitary emergency and its economic and social effects. From this, the book suggests keystone elements for the relaunch of development strategies in the region as it recovers from the pandemic. This book will be of particular interest to readers of critical or heterodox perspectives on the economics of the pandemic, Latin American development and emerging economies.

This comprehensive book brings together research published during 2021 analysing the impact of the Covid-19 pandemic on the economy – on output and employment, on inequality, and on public policy responses. The Covid-19 pandemic has been the greatest public health crisis for a century – since the ‘Spanish Flu’ pandemic of 1919. The economic impact has been equally seismic. While it is too early to measure the full economic cost – since much of this will continue to accumulate for some time to come – it will certainly be one of the greatest global economic shocks of the past century. Some chapters in this edited volume report on specific countries, while some take a comparative look between countries, and others analyse the impact upon the global economy. Even before the Covid-19 pandemic, there had been calls for a ‘great reset’ in face of the climate crisis, the increased income and wealth inequality, and the need to avoid further global financial crisis. With the devastating Covid-19 pandemic – a harbinger for further such pandemics – there is an even greater need for a reset, and for the reset to be that much greater. The chapters in this book were originally published as special issues in the journal International Review of Applied Economics.

The COVID-19 pandemic has led to a severe global recession with differential impacts within and across countries. This paper examines the possible persistent effects (scarring) of the pandemic on the economy and the channels through which they may occur. History suggests that deep recessions often leave long-lived scars, particularly to productivity. Importantly, financial instabilities—typically associated with worse scarring—have been largely avoided in the current crisis so far. While medium-term output losses are anticipated to be lower than after the global financial crisis, they are still expected to be substantial. The degree of expected scarring varies across countries, depending on the structure of economies and the size of the policy response. Emerging market and developing economies are expected to suffer more scarring than advanced economies.
