The role of economic development in communities is multi-faceted, having an array of antecedents, impacts, and implications. This volume explores the relationships between economic development and community development, focusing on the aspects that impact communities such as social capital, participation, and business development. It discusses the need for aligning the goals of community betterment more closely with economic improvement and finding ways to enhance leadership and other resources. The growth rate of national income has fluctuated widely in the United States since 1929. In this volume, Edward F. Denison uses the growth accounting methodology he pioneered and refined in earlier studies to track changes in the trend of output and its determinants. At every step he systematically distinguishes changes in the economy’s ability to produce--as measured by his series on potential national income--from changes in the ratio of actual output to potential output.Using data for earlier years as a backdrop, Denison focuses on the dramatic decline in the growth of potential national income that started in 1974 and was further accentuated beginning in 1980, and on the pronounced decline from business cycle to business cycle in the average ratio of actual to potential output, a slide under way since 1969. The decline in growth rates has been especially pronounced in national income per person employed and other productivity measures as growth of total outputhas slowed despite a sharp acceleration in growth of employment and total hours at work. Denison organizes his discussion around eight table that divide 1929-82 into three long periods (the last, 1973-82) and seven shorter periods (the most recent, 1973-79 and 1979-82). These tables provide estimates of the sources of growth for eight output measures in each period. Denison stresses that the 1973-82 period of slow growth in unfinished. He observes no improvement in the productivity trend, onlya weak cyclical recovery from a 1982 low. Sources-of-growth tables isolate the contributions made to growth between "input” and "output per unit of input.” Even so, it is not possible to quantify separately the contribution of all determinants, and Denison evaluates qualitatively the effects of other developments on the productivity slowdown.

A comparative study of economic development policy, and its relationship with local power structures and cultural and social relations, in two Maryland towns that have rejected development.

This book includes empirical contributions focusing on disadvantaged workers. According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

Community economic development is conventionally explained using one of two models: a market model that assumes individuals always attempt to maximize their wealth, or a growth model that assumes land use is controlled by real estate developers who invariably pursue outside investment as a way of increasing land values and creating jobs and opportunities. In the first edition of Community, Culture, and Economic Development, Meredith Ramsay's close study of two small towns on Maryland's Lower Shore demonstrated that neither model can explain why these communities, alike in so many ways, responded so differently to economic decline or why archaic hierarchies of race, class, and gender remain deeply embedded and poverty seems nearly intractable. Ramsay showed how the lack of economic progress in Somerset, Maryland's poorest county, can best be explained by factoring history, culture, and social relations into the investigator's research. In this second edition she discusses changes that have taken place in the county since the early 1990s, including the dramatic legal victory of the "Somerset Six" and the Maryland ACLU, which ultimately paved the way for the election of an African American to a top county position for the first time in history.
