The 22nd Annual Meeting of the International Police Executive Symposium was held in August 2012 at the United Nations Plaza in New York. Gilles Favarel-Garrigues explores the management of economic crime in Russia, from the time of Leonid Brezhnev to Boris Yeltsin, recasting the history of the "criminal problem" that has tainted Russian politics since the late 1980s.In the closing decades of the Soviet regime, shortages of goods and services precipitated a rapid increase in black market and underground practices, visible to all yet wholly illegal. Favarel-Garrigues explains why certain cases were selected for prosecution and why particular funds and manpower were deployed to combat "economic crime." Law enforcement agencies were also charged with stemming the fallout from Mikhail Gorbachev's liberal economic reforms. Russia's judicial framework proved too obsolete to deal with far-reaching economic change, tempting many in law enforcement to privatize their professional know-how. Drawing on firsthand research with both criminals and policemen, Favarel-Garrigues scrupulously investigates the changing face of criminal law and its practice before and after the fall of the Soviet state.

This title presents a survey of the crime problem in Latin America, which takes a very broad and appropriately reductionist approach to analyse the determinants of the high crime levels, focusing on the negative social conditions in the region, including inequality and poverty, and poor policy design, such as relatively low police presence. The chapters illustrate three channels through which crime might generate poverty, that is, by reducing investment, by introducing assets losses, and by reducing the value of assets remaining in the control of households.

This Brief explores the role of social crime prevention as a crime reduction strategy in the developing world. "Social crime prevention" focuses on the social and economic factors that may contribute to violence and criminal behavior in a community. Particularly in the developing world, an understanding of the socioeconomic and political context holds long-term potential for crime reduction (rather than crime displacement); however, the strategies are complex and the results may be slow. Generally, police and law enforcement are relied upon to present quick results, where social crime prevention strategies can be viewed as being "soft on crime" or too slow. This Brief discusses the tension between the traditional role of police and proactive social crime prevention strategies in an international context, through a variety of case studies. It also provides recommendations for balancing or reshaping this role. This work will be of interest to researchers and policy makers interested in crime prevention, particularly in the developing world, criminal theory, police studies and related disciplines such as demography, sociology and political science.
