In this volume, a group of distinguished international scholars provides a fresh investigation of the most fundamental issues involved in our dependence on natural resources. In Scarcity and Growth (RFF, 1963) and Scarcity and Growth Reconsidered (RFF, 1979), researchers considered the long-term implications of resource scarcity for economic growth and human well-being. Scarcity and Growth Revisited examines these implications with 25 years of new learning and experience. It finds that concerns about resource scarcity have changed in essential ways. This long-promised sequel to Ophuls’s influential and controversial classic Ecology and the Politics of Scarcity is an equally provocative critique of the liberal philosophy of government. Ophuls contends that the modern political paradigm—that is, the body of political concepts and beliefs bequeathed to us by the Enlightenment—is no longer intellectually tenable or practically viable. Our attempt to live individualistically, hedonistically, and rationally has failed utterly, causing a comprehensive crisis that is at once political, military, economic, ecological, ethical, psychological, and spiritual. Liberal politics has abandoned virtue, rejected community, and flouted nature, thereby becoming the author of its own demise. By exposing the intrinsically contradictory and self-destructive character of Hobbesian political systems, Ophuls subverts our conventional wisdom at every turn. Indeed, his impassioned text reads more like a Greek tragedy than a conventional political argument. He critiques feminism, multiculturalism, the welfare state, and a host of other “liberal” shibboleths—but Ophuls is not yet another neoconservative. His is a Thoreauvian vision of a “politics of consciousness” rooted in ecology as the moral and intellectual basis for governance in the twenty-first century. No one will put down this book with his or her settled convictions about American culture intact, nor will readers ever again take modern civilization and its survival for granted.

The aim of this book is to review central concepts in the study of environmental politics and to open up new questions, problems, and research agendas in the field. The volume does so by drawing on a wide range of approaches from critical theory to poststructuralism, and spanning disciplines including international relations, geography, sociology, history, philosophy, anthropology, and political science. The 28 chapters cover a range of global and local studies, illustrations and cases. A Book about Books discusses what nonfiction books and subjects the author believes are important to know about. Volume I is available from the same booksellers as this volume. Volume III will take several years before it is available. E.H. Bernstein is a former librarian turned author. The subtitle of the book describes the author's objective: "A handbook in three volumes to a choice of essential books, writers and subjects in order to understand the world we live in, about ‘big questions' and possible answers, about books and writers that may improve people's lives, about neglected writers, and other books and subjects." A Book about Books attempts to share what the author has learned from nearly 50 years of nonfiction reading and to provide the reader with samples of the most important authors and subjects from that reading. While the book is based on research, it is intended to be a handbook or guide by trying to make that research understandable to the general reader and to students, and for teachers--by pointing to what the author believes is missing from today's education. A curriculum proposal for college teachers is on the website. Note about how the volumes are related: each chapter is on a separate subject. So the chapters can be read individually, but the full message requires reading all the volumes. Volume I is important, but preliminary to the more important Volumes II and III.
