The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. This book analyzes various important aspects of methodology and substance regarding economic, social, and political policy in East Europe directed toward achieving more effective, efficient, and equitable societal institutions. The chapters are authored by experts from within East Europe and also from East Europe research institutes elsewhere. The book combines practical policy significance with insightful causal and prescriptive generalizations. The emphasis is on the role of governmnetal decision-making and the important (but secondary) role of the marketplace, social groups, and engineering.

This book provides an up-to-date assessment of the main processes and dilemmas of regional development and regional policy in the newer European Union Member States in Central and Eastern Europe and neighbouring countries. It highlights the difficulties of balancing the demands within the new Member States for rapid regional growth and development with, firstly, the demands of the European Union overall that restructuring and development should conform to the aims and principles of EU common policies; and, secondly, with budgetary constraints. The book covers a wide range of issues, including global and national challenges to regional convergence and cohesion; regional dynamics, city networks and border issues; the effectiveness of policy responses at national and European levels, including an assessment of policy experiences from outside the new Member States; and likely future developments.

Future growth in the countries in Eastern Europe and Central Asia (ECA) will increasingly depend on innovation. And innovation requires skills. This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). To start with, education systems need to “turn the lights on” and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.

The integration of post-socialist Central and Eastern Europe into the EU is one of the success stories of European development. The region has seen significant economic convergence, dramatic changes in socio-economic indicators and improvements in the natural environment. However, some challenges remain, such as political divergence, public governance issues and population demographics. This book identifies and analyses the key post-1990 developments across the New Member States at the sub-national and national levels, with frequent country-level and regional comparisons. Careful attention is paid to drawing out commonalities in development trajectories while appreciating each country’s unique context. Drawing on the academic literature and illuminating empirical material, the broad range of topics discussed in the book paints a detailed picture of both change and stability in Central and Eastern Europe. Europe remains divided between east and west, with differences caused and worsened by uneven economic and political development. Amid these divisions, the environment has become a key battleground. The condition and sustainability of environmental resources are interlinked with systems of governance and power, from local to EU levels. Key challenges in the eastern European region today include increasingly authoritarian forms of government that threaten the operations and very existence of civil society groups; the importation of locally-contested conservation and environmental programmes that were designed elsewhere; and a resurgence in cultural nationalism that prescribes and normalises exclusionary nation-building myths. This volume draws together essays by early-career academic researchers from across eastern Europe. Engaging with the critical tools of political ecology, its contributors provide a hitherto overlooked perspective on the current fate and reception of ‘environmentalism’ in the region. It asks how emergent forms of environmentalism have been received, how these movements and perspectives have redefined landscapes, and what the subtler effects of new regulatory regimes on communities and environment-dependent livelihoods have been.
