Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. The chapters in this book were originally published as a special issue of the Australian Journal of International Affairs.

This book aims to provide for a path-breaking cross-regional comparison of the capabilities and readiness of Asia-Pacific countries to contribute to peace support missions, with an eye to identifying emerging trends and policy implications.

This collection offers insights of the international humanitarian system, considering what constitutes humanitarianism in Asia-Pacific, and how it shapes policy and practice in the region and globally. It adds to the conversation on reforming the global humanitarian system by providing the space to share perspectives on humanitarian action from our place in the world. The authors answer these questions by focusing on a range of issues from national to sectoral perspectives to relations between ‘traditional’ and ‘emerging’ players, concluding that the dynamics of the humanitarian system from the perspectives of the Asia-Pacific are rooted in their localized experiences and built outwards. The first significant trend is that understandings of humanitarianism in the Asia-Pacific are primarily shaped by the experience of disasters at home. Second, national governments play a dominant role in humanitarian affairs in the region. Finally, the humanitarian landscape in the Asia-Pacific constitutes a diverse yet under-appreciated set of actors. This book is based on the RSIS Conference on Asia and the Humanitarian World held in 2019 in Singapore. It is relevant to students, scholars, practitioners and policymakers with an interest in humanitarian assistance, disaster management, strategic studies and international relations in Asia-Pacific.

The purpose of this project was to assess requirements for peacekeeping, humanitarian assistance, and disaster relief. The project was carried out in three phases. During Phase One, RAND was tasked to provide a comprehensive analytic description of events associated with peacekeeping, humanitarian assistance, and disaster relief. To accomplish this RAND developed a database called Force Access, that would be suitable to record and assess these events within the Department of Defense (DoD), Joint Staff (JS), and service staffs, especially the Army Staff. This database includes summary information for relevant operations conducted from 1990 through 1996, lists of units down to battalion/separate-company level for ground forces, and tables that link uniquely identified units to specific operations. provides a powerful combination of operational history and force structure within an easy-to-use relational database. Fully developed, it will offer a look into past operations and a useful tool for exploring the implications for force mix and force structure. An overview of Force Access is given as well as a technical description. In place of activities originally planned for Phase Two, the sponsor tasked RAND to produce a series of vignettes based on operations contained in the Force Access database. These vignettes are presented in Chapter Three. During the same phase, RAND was tasked to analyze the implications of these recurring operations, especially indications of stress on frequently tasked units of various types. During Phase Three, RAND was tasked to recommend changes in force structure and procedures that would improve the conduct of these types of smaller-scale contingencies without detracting from the nation's ability to wage major theater warfare. Such changes include modifications to force mix and force structure across the components.

This study looks for avenues of collaboration between peacekeepers and humanitarian relief workers. It examines the experiences of past peacekeepers in Africa, such as the UN operation in the Congo, and illustrates the problems of relief workers in areas of insecurity such as Ethiopia.

This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.
