World Bank Technical Paper No. 364. The trade policies of the countries of the Andean Group--Bolivia, Colombia, Ecuador, Peru, and Venezuela--are in the midst of rapid change, particularly in agriculture, where trade policies are being overhauled and trade rules rewritten on domestic, regional, and global levels. This paper highlights the trade options open to each country by looking at agricultural policy in light of general trade policy. The report also discusses the particular role the Andean Group is playing and how the trade pact may influence the liberalization of agricultural markets.

The role of intellectual property rights (IPRs) has been extensively debated in the literature on technology transfers and agricultural production in developing countries. However, few studies offer cross-country evidence on how IPRs affect yield growth, for example, by incentivizing private-sector investment in cultivar improvement. We address this knowledge gap by testing technology diffusion patterns for six major crops using a unique dataset for the period 1961–2010 and an Arellano–Bond linear dynamic panel-data estimation approach. Findings indicate that both biological and legal forms of IPRs tend to promote yield gap convergence between developed and developing countries, although effects vary between crops.

This title was first published in 2002: This volume represents some of the proceedings of the 24th conference of the International Association of Agricultural Economists (IAAE) held in Berlin, Germany, in August 2000. The papers in this volume include the president's address, the Elmhirst Lecture and a selection of 20 contributed papers.
