Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. The book will be of interest to all those involved in policy development, prevention programs, de-radicalization programs or research aimed at countering violent extremism and the radicalization of young people.

This report explores the dynamics of radicalization and violent extremism in Kosovo with a special focus on the flow of foreign fighters to Syria and Iraq as the most prominent symptom of a multifaceted religious militancy problem facing the country and the region of the Western Balkans. Part of a larger effort by the United States Institute of Peace (USIP) focused on understanding violent extremism in the Western Balkans and developing tailored and viable responses to prevent and counter it, the report relies heavily on empirical evidence collected by the author over an extensive period as well as on official data provided by Kosovan law enforcement authorities.

This book explores the stagnation of democracy in the Western Balkans over the last decade. The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal.

This book analyses the process of the recruitment of foreign fighters from the Western Balkans, specifically Bosnia and Herzegovina and Kosovo, to Syria and Iraq from 2012 to 2015. Utilizing in-depth, semi-structured interviews with foreign fighters and their families, as well as a number of relevant stakeholders it answers the question of what were the processes and circumstances leading up to the departure of foreign fighters from Bosnia and Herzegovina and Kosovo and what informed their agency? The author draws on the theories of social movement approaches, more specifically, contentious politics literature and utilizes the specific concepts of triggering mechanisms, which refer to the enabling circumstances that make the radicalization and departure possible, and pleasure in agency, to elaborate on individual motivation. The book also shows how a wider state- fragility within the context of the post-Yugoslav wars and the transitional period that never ended, aided radicalization and how an incomplete process of post-war transition can fuel the process of political and religious radicalization creating a wider enabling web for recruitment. It will be of interest to students and scholars of Southeast European politics and foreign policy, post-war democratic transition, security policy and radicalization more broadly.

Ever since the Soviet invasion of Afghanistan in 1979, fighters from abroad have journeyed in ever-greater numbers to conflict zones in the Muslim world to defend Islam from-in their view-infidels and apostates. The phenomenon recently reached its apogee in Syria, where the foreign fighter population quickly became larger and more diverse than in any previous conflict. In Road Warriors, Daniel Byman provides a sweeping history of the jihadist foreign fighter movement. He begins by chronicling the movement's birth in Afghanistan, its growing pains in Bosnia and Chechnya, and its emergence as a major source of terrorism in the West in the 1990s, culminating in the 9/11 attacks. Since that bloody day, the foreign fighter movement has seen major ups and downs. It rode high after the 2003 US invasion of Iraq, when the ultra-violent Al Qaeda in Iraq (AQI) attracted thousands of foreign fighters. AQI overreached, however, and suffered a crushing defeat. Demonstrating the resilience of the movement, however, AQI reemerged anew during the Syrian civil war as the Islamic State, attracting tens of thousands of fighters from around the world and spawning the bloody 2015 attacks in Paris among hundreds of other strikes. Although casualty rates are usually high, the survivors of Afghanistan, Syria, and other fields of jihad often became skilled professional warriors, going from one war to the next. Still others returned to their home countries, some to peaceful retirement but a deadly few to conduct terrorist attacks. Over time, both the United States and Europe have learned to adapt. Before 9/11, volunteers went to and fro to Afghanistan and other hotspots with little interference. Today, the United States and its allies have developed a global program to identify, arrest, and kill foreign fighters. Much remains to be done, however-jihadist ideas and networks are by now deeply embedded, even as groups such as Al Qaeda and the Islamic State rise and fall. And as Byman makes abundantly clear, the problem is not likely to go away any time soon.

Now in its fourth edition, The World Almanac of Islamism is the first comprehensive reference work to detail the current activities of radical Islamist movements worldwide. The contributions, written by subject expert, provide up-to-date assessments on the contemporary Islamist threat in all countries and regions where it exists. Each country study will include valuable metrics for gauging the advance or decline of Islamism. In places where Islamists are not in power, these include year-on-year comparisons of the number of terrorist attacks that have taken place, the level of popular support being received by radical religious organizations and political parties, and applicable government responses to these trends, if any. In places where they are in power, metrics encompass relevant changes to domestic human rights practices and social conditions, foreign policy rhetoric and action, and the overall stability of the state.
