Labor mobility is particularly significant in the case of the GCC; the region is host to around 15 million expatriate workers who generate US $80 billion in annual remittances each year and support an estimated 150 million dependents in their various home countries. However, little research has been conducted to identify and measure the impacts of this phenomenon on migrants’ host countries or countries of origin. Therefore, with a view to contributing to the active engagement of GCC countries in the global dialogue on migration and development, the Emirates Center for Strategic Studies and Research (ECSSR) hosted a special conference, Labor Mobility: Enabler for Sustainable Development, in Abu Dhabi on May 14–15, 2013. The Conference was held under the patronage of H.H. Sheikh Mansour Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Presidential Affairs, and was jointly organized by the Ministry of Foreign Affairs, the Ministry of Labor, the ECSSR and the National Qualification Authority. It was convened in association with the GCC Council of Ministers of Labor, the Government of Sweden – current Chair of the Global Forum on Migration and Development (GFMD) – the International Organization for Migration and the World Bank. The papers presented at the Conference, compiled in this volume, provide a variety of informed views on labor mobility as an enabler for human, economic and social development. They explore migration policy and governance in the GCC states; the potential for research collaboration between migrant-sending and -receiving countries; the impact of Indian labor migration to the GCC states; the relationship between remittances and economic cycles in home and host countries; and the implications of labor mobility for families and households.

South Asians comprise over 15 per cent of all international migrating population, among the highest in the world. The countries of the Persian Gulf are perhaps still the largest recipients of migrant workers. A unique economy has developed between these two regions, with all South Asian nations being major beneficiaries and featuring among the top twenty countries receiving maximum remittances globally. The South Asia Migration Report 2017 is the first of its kind, documenting migration profiles, diaspora, recruitment and remittances, both in individual countries as well as the South Asian region as a whole. This volume is a multidisciplinary approach to the subject of Indian international emigration and comprises contributions by demographers, economists, sociologists, geographers, anthropologists and historians. The book highlights emerging issues such as the political economy of international migration, skilled and unskilled migration, body shopping, return migration, immigration policies in the Gulf and experiences of emigrants from the states of Kerala and Punjab. It focuses on the current dimensions like skilled migrants in the IT sector of Malaysia, the entrepreneurial ventures of Keralites in the UAE, household remittances, inequality and poverty in Kerala, the gender dimension of Indian migration (with focus on nurses and housemaids in the Gulf) and cross-border migratory movements connected to the European Union, with an overview of the migration of Sikhs and Tamils to France. In this book, a team of international contributors examine the often-overlooked complex governance of this migration corridor. Going beyond state-centric analysis, the contributors present a multi-layered account of the ‘migration governance complex.’ They offer insights not only into the actors involved in the different components of migration governance, but also into the varying ways of interpreting and explaining the meaning and value of these interactions. Together, they enable readers to better understand migration in this important region, while also providing a model for analyzing global migration governance in practice in different parts of the world.
