Vol. 1, Apr. 1919- Aug. 1920 (published 1923) is a collection of documents relating to the history and activities of the International Labor Organization from its initiation in the Commission on International Labour Legislation appointed by the Peace Conference in January 1919 to the second session of the Conference, held at Genoa in June-July 1920. This survey examines the content and application of ILO Conventions relating to minimum standards of working hours (particularly Convention no. 1 and no. 30 covering maximum hours of work for industrial workers, and those in offices and commercial sectors respectively) as a basis for reviewing the existing system of international regulation of work time arrangements. Topics covered include: methods of application, including legislation, collective agreements and arbitration awards; normal and actual hours of work; variable distribution of working hours; Convention ratification and enforcement; national policies and practice; and consultation arrangements.
