The Politics of Identity in Latin American Censuses contributes new and original perspectives to existing discussions about the shaping of multiculturalist ideology in Latin America, its interweaving with the cultural politics of neoliberalism and the relation between ethnic identification resurgence and economic globalization. Scrutinising national censuses across the continent, the studies included in this volume reveal clear relationships between censuses, nation-building and government projects, but also strong and determinant connections between domestic and supra-national spheres. The contributors to this volume open provocative avenues of research on Latin American societies by demonstrating how, in the realm of identity politics, supra-national institutions and normativity socialise national census bureaus in a way that largely annuls ideological differences between regional governments. This book was originally published as a special issue of the Journal of Iberian and Latin American Research.

Mostly sidestepping the issues of why people rebel, Rochlin (political science, Okanagan U. College, Canada) here focuses on how people rebel, examining how strategy and power condition successes, failures, and longevity of Latin American guerilla groups. Four case studies examine Peru's Sendero Luminoso, Colombia's FARC and ELN, and Mexico's Zapatista movement. Two chapters are provided for each group, with the first examining origins, ideologies, and support bases, while the second looks at the rebels in relation to power, strategy, and national security (presumably from the viewpoint of government elites). This book delves into the reasons behind and the consequences of the implementation gap regarding the right to prior consultation and the Free, Prior and Informed Consent (FPIC) of Indigenous Peoples in Latin America. In recent years, the economic and political projects of Latin American States have become increasingly dependent on the extractive industries. This has resulted in conflicts when governments and international firms have made considerable investments in those lands that have been traditionally inhabited and used by Indigenous Peoples, who seek to defend their rights against exploitative practices. After decades of intense mobilisation, important gains have been made at international level regarding the opportunity for Indigenous Peoples to have a say on these matters. Notwithstanding this, the right to prior consultation and the FPIC of Indigenous Peoples on the ground are far from being fully applied and guaranteed. And, even when prior consultation processes are carried out, the outcomes remain uncertain. This volume rigorously investigates the causes of this implementation gap and its consequences for the protection of Indigenous Peoples’ rights, lands, identities and ways of life in the Latin American region.
