South Asia represents a region highly prone to natural disasters. Disasters not only disrupt the normal life of the affected communities and the countries but also impede developmental efforts. By and large, the approach of the major stakeholders has been 'reactive' rather than 'proactive'. There is indeed, a dire need for concerted and well-planned efforts to achieve risk reduction through risk identification, and sharing and transfer of information. This edited volume explores how the risk of disasters can be reduced by structural and non-structural measures with detailed, comprehensive and participatory strategies. Twenty-seven contributors, both academicians and practitioners, investigate the challenges that the region faces and how changes can be effected at the community, society, government and non-government levels to foster a culture of preparedness. The overall focus is on risk reduction through prevention, preparedness, mitigation, response, recovery, rehabilitation and reconstruction. Some case studies from different settings dealing with various disasters have also been included. This book aims to address the dearth of specific information on the subject of 'gender issues in disaster', particularly in the South Asian countries. Targeted at policy makers and development practitioners in South Asia, it argues that the risk posed by natural hazards is a variable, which has direct implications on development in general, and livelihoods in particular. This book analyzes the diversity of national disaster risk governance across Northeast Asia by comparing the national disaster management plans implemented by the governments of China, Taiwan, Japan and South Korea. It also provides an overview of the financial protection measures employed by these jurisdictions to insure against losses.

The 2004 Asian tsunami was the greatest natural disaster in recent times. Almost 230,000 people died. In response, governments in Asia and the broader international community announced large aid programs. The resulting assistance effort was one of the largest humanitarian programs ever organised in the developing world. This book discusses the lessons of the aid effort for disaster protection policy in developing countries.

The Government of Canada and the Asian Development Bank (ADB) established the Integrated Disaster Risk Management (IDRM) Fund in February 2013. The Fund was created to advance proactive integrated disaster risk management measures on a regional basis within ADB’s developing member countries in Southeast Asia, specifically, Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, the Philippines, Thailand, and Viet Nam. During its operation, the IDRM Fund funded 19 technical assistance projects with both a gender-focused approach to IDRM and that reflect regional solutions that produce cross-border disaster management. This publication discusses the lessons learned from and achievements of the IDRM Fund.
