Based on careful analysis of burden of disease and the costs ofinterventions, this second edition of 'Disease Control Priorities in Developing Countries, 2nd edition' highlights achievable priorities; measures progresstoward providing efficient, equitable care; promotes cost-effectiveinterventions to targeted populations; and encourages integrated effortsto optimize health. Nearly 500 experts - scientists, epidemiologists, health economists,academicians, and public health practitioners - from around the worldcontributed to the data sources and methodologies, and identifiedchallenges and priorities, resulting in this integrated, comprehensivereference volume on the state of health in developing countries.

Setting the agenda on agenda setting, this Handbook explores how and why private matters become public issues and occasionally government priorities. It provides a comprehensive overview and analysis of the perspectives, individuals, and institutions involved in setting the government’s agenda at subnational, national, and international levels. Drawing on contributions from leading academics across the world, this Handbook is split into five distinct parts. Part one sets public policy agenda setting in its historical context, devoting chapters to more in-depth studies of the main individual scholars and their works. Part two offers an extensive examination of the theoretical development, whilst part three provides a comprehensive look at the various institutional dimensions. Part four reviews the literature on sub-national, national and international governance levels. Finally, part five offers innovative coverage on agenda setting during crises.

Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

This issue of New Directions for Evaluation deals with the special evaluation problems of programs in the developing world. Over the last two decades, the framework of economic and social development policy and practice has been transformed. This is due in part to evaluation lessons, which have helped to shape the new development priorities toward sustainability, participation, and insitutional development. In turn, evaluation must deal with the consequences of a more demanding agenda, a more fractured development constituency, and a vastly more complex set of analytical questions. This publication presents the views of development policy makers, practitioners, and evaluators on the kinds of adjustments needed in the approaches, instruments, and processes used by development evaluators. The chapters were discussed in draft form at a Conference on Evaluation and Development, hosted by the world Bank in Washington, D.C., in December 1994. The resulting collection offers a consistent framework for further debate and proposes new emphases for development evaluation. We develop a computational framework to support the planning and evaluation of development strategies towards the 2030 Agenda. The methodology takes into account the complexities of the political economy underpinning the policymaking process, for example, the multidimensionality of development, the interlinkages between these dimensions, the inefficiencies of implementing policy interventions, as well as the institutional factors that promote or disencourage these inefficiencies. The framework is scalable and usable with publicly-available development-indicator data, and it can be further refined as more data becomes available, for example, on public expenditure. We demonstrate its usage through an application for the Mexican federal government. For this, we infer historical policy priorities, i.e. non-observable allocations of transformative resources that generate changes in development indicators. We also show how to use the tool to assess the feasibility of development goals, to measure policy coherence, and to identify accelerators. Overall, the tool provides a systemic framework that allows policymakers and other stakeholders to embrace a complexity view to tackle the challenges of the Sustainable Development Goals.
