1 2 Prof. Dr. Vladimir Mikhailovitsh Kolodkin , Prof. Dr.-Ing. Wolfgang Ruck 1 Institute of Natural and Technogenic Disasters, Udmurt State University, Izhevsk (Russia), 2 Institute of Ecology and Environmental Chemistry, University Lüneburg (Germany) During the Cold War a whole arsenal of deadly chemical weapons was allowed to build up on both sides of the ideological divide. Happily, today the problems are reversed. Expertise is now required in the field of safe and environment-friendly disposal of chemical weapons and cleaning up of contaminated sites all around the world, but not least in the ex-Soviet-led countries. The participants and speakers to the NATO-Russia advanced research workshop on the “Ecological Risks Associated with the Destruction of nd th Chemical Weapons”, hosted by the University of Lüneburg on 22 - 26 October, 2003, therefore, came from many different parts of the world. Of the eight countries represented at the workshop, two were ex-Eastern- Block, and six were Western countries. Yet the West was by no means overrepresented. On the contrary, the Russian expert-speaker contingent, with 33 participants, did justice to the size of their country – and to their chemical-weapons problem – and provided the majority of active participants. In all, there were 57 participants, of which 11 dispatched from the TACIS project “The development of the chemical weapons” facility at the detached plant No 4 of OAO Khimprom, Novocheboksarsk.

"Though the story takes place in the '80s, it feels eerily timely."—Bustle Arkansas, 1984: The town of Griffin Flat is known for almost nothing other than its nuclear missile silos. MAD—Mutually Assured Destruction—is a fear every local lives with and tries to ignore. Unfortunately that’s impossible now that film moguls have picked Griffin Flat as the location for a new nuclear holocaust movie, aptly titled The Eve of Destruction. When sixteen-year-old Laura Ratliff wins a walk-on role (with a plus-one!) thanks to a radio call-in contest, she is more relieved than excited. Mingling with Hollywood stars on the set of a phony nuclear war is a perfect distraction from being the only child in her real nuclear family—which has also been annihilated. Her parents are divorced, and her mother has recently remarried. Her father, an officer in the Strategic Air Command, is absent . . . except when he phones at odd hours to hint at an impending catastrophe. But isn’t that his job? Laura’s only real friend is her new stepbrother, Terrence. She picks him as her plus-one for the film shoot, enraging her fair-weather friends. But their anger is nothing compared to what happens on set after the scripted nuclear explosion. Because nobody seems to know if a real nuclear bomb has detonated or not.

Western economies have become stuck in a protracted depression that began long before the 2008 crash. Low productivity, which started in the 1970s, has prevented durable rises in living standards. Phil Mullan shows that the only way to ensure a better future is to create one, calling for a comprehensive economic restructure backed by political and cultural change. This means embracing the uncomfortable disruption involved in progressive change, rekindling in democratic form a spirit of Enlightenment thinking. The votes for Brexit and in the US presidential elections in 2016 indicate that many people desire change, offering greater opportunity for this public discussion. What is needed is a new industrial revolution which develops a broad range of emerging and yet unimagined services and products, provides decent jobs and restores prosperity. Providing examples of the new technologies needed to drive change, backed up by a wealth of data, this important book calls for a sea-change in imagination and thinking.

This book presents the theoretical and experimental foundations of quasi-static deformation of elastoplastic and viscoplastic materials and structural elements made of them. Experimental studies of deformation and fracture of materials under complex loading under impulse influences are described and discussed. A short introduction of theoretical and numerical methods for studying the stress–strain state of elastoplastic structural elements under dynamic, impulse loading and their interaction with other media is given.
