This document was prepared within the framework of the FAO’s Strategic Objective 1 (SO1): Help eliminate hunger, food insecurity and malnutrition. This document served as a background paper to present the status of policy mainstreaming and policy research for the improvement of policy development in aquaculture in support of food security, nutrition and poverty eradication. The document was presented in various African fora and received the validation of the stakeholders for its publication as part of policy research. Specifically, the paper was presented and included the inputs from the Consultative Meeting on Aquaculture Policy Development in Addis Ababa, Ethiopia, from 3 to 4 December 2018, 37th SADC Fisheries and Aquaculture technical meeting in Windhoek and the Consultative meeting on “improving policy development in aquaculture in support of food security, nutrition and poverty eradication” held in Kigali, Rwanda, from 10 to 14 June 2019. This research report includes recommendations by the stakholders to guide the mainstreaming of fisheries and aquaculture within wider policy frameworks, for the formulation and implementation of technical programmes for enhanced food security and nutrition at country and regional level in Africa.

This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

Based on Africa's deep routed structural problems, the key aspect of a transformative regional integration is how to promote structural transformation by adapted strategies and policies for the African regional economic communities, for the Continental Free Trade Area, and for the Tripartite Free Trade Area. Regional integration in Africa is based on a conventional (linear) model, starting with trade preference zones and moving to free trade areas, customs unions, and monetary and economic zones, with the ultimate goal to reach political unity. Specific problems of a more transformative regional integration agenda are discussed, such as: ?food security and agriculture; industry development, enterprise growth and competition; and economic partnership agreements with extra-regional partners. Southern Africa’s maritime interests are considerable: its oceans and ports are essential to the wealth of the region, are crucial for trade and are an important source of employment, food and energy. However, regional governments do not place sufficient attention on the Blue Economy and its potential to stimulate economic growth. Of the 17 UN Sustainable Development Goals, goal Number 14 (Life Below Water) is the least funded. Less than 1% of Official Development Assistance goes toward this goal, and even private investment and funding from philanthropic organizations is grossly inadequate to meet Africa’s blue economy needs. It is vital for the international community to face up to the challenges of Africa’s Blue Economy and start working on solutions and for southern Africa’s Blue Economy policies and goals to be expanded. Just as sustainable development green initiatives show promise, so too could Blue Economy projects and activities. Southern Africa’s rich coastal and marine resources need to be managed on both a national and regional level if they are to be used in a long-term, sustainable way. This book provides, for the first time, a concise study of the constraints and opportunities that the Blue Economy offers for southern Africa and the role that the Southern African Development Community (SADC) could play in fostering a sustainable use of its ocean and coastal resources.
