Significant historical and geographical differences account for the many processes and trajectories of regional development in East Asia. These historical and geographical specificities in East Asia have prompted serious re-examination of existing theories in regional development, and in particular the "new regionalism" approach associated with such ideas as the learning region, institutional thickness, relational assets, and regional innovation system. This book brings together a group of leading researchers specializing in local and regional development in East Asian economies. Through in-depth empirical studies of specific regions and localities, these authors offer fresh and innovative perspectives on how regions evolve and develop over time in the world’s most dynamic macro-regional economy. In particular, their work points to the critical importance of local and trans-local processes in shaping regional development trajectories. The book is timely given that the debate on the nature and dynamics of regional development in both academic and policy circles has now moved on. From the earlier focus on endogenous regional assets (such as localized networks of association and trust), scholars and policymakers are now analyzing the complex relationship between economic globalization and regional change. "In a world that has become increasingly interconnected over the past decades - economically, politically, socially, and culturally - new challenges are posed to development. Since the 1980s, development has increasingly become interpreted in terms of increasing integration into the world economy. Export-oriented manufacturing became widely viewed as the surest recipe for realizing economic growth while reducing income inequality, and the role of foreign direct investments became increasingly important in development strategies worldwide. However, not every region, industry and social group managed to become successfully integrated into the world economy. In order to explain why these processes of economic restructuring have had such a differential impact, this study situates developments within a wider historical social and political context to establish how these processes of globalization are mediated at the regional and local level. The main object of study concerns the drastic socioeconomic transformation that has taken place in the state of Coahuila - situated in the northeast of Mexico, bordering the United States - over the past three decades. In particular since the start of NAFTA in 1994, Coahuila has become one of Mexico's most successful export-oriented manufacturing states, most importantly as a result of the large number of foreign direct investments it received. However, the effects of these developments have been unevenly distributed among its sub-regions, while questions must also be raised about its ability to contribute to sustained, long-term growth with equity. New Global Cities in Latin America and Asia: Welcome to the Twenty-First Century proposes new visions of global cities and regions historically considered “secondary” in the international context. Globalization has encouraged worldwide mobility, intensified migration and supported growing interconnectedness through new technologies; it has therefore substantially contributed to the development of so-called transnational spaces. This volume focuses on transnational spaces which should not be understood as locations on a map or as sealed containers, but instead as relational social areas which are composed of various relationships. Transnationalization increases liberation and/or emancipation from place because social relations overcome physical space and local, regional and national boundaries. As a consequence, a reconfiguration of social, cultural, political and economic scopes of action occurs.
