The 2010’s was a critical period in the continuing, established trend of the spread of democracy worldwide: from the Arab Spring countries of Tunisia, Libya, Egypt and Yemen to the unfolding turmoil of Myanmar and Ukraine, by way of the upheavals in Burkina Faso, Senegal and Ivory Coast, social mobilisation against autocratic, corrupt, or military regimes has precipitated political transitions that are characteristic of "democratisation." This book examines the state of democratisation theory and practice that reopens and revives the democratic transition debate, exploring the factors that lead to the demise of autocracy, the pathways and processes of change, and the choice for an eventual consolidation of democracy. For all its insights and shortcomings, the framework of transitology – a body of literature that has comparatively and through case-study analysis, examined common patterns, sequences, crises and outcomes of transitional periods – has been largely eschewed. This volume examines the promotion and defense of democracy in the Americas. Taking the Inter-American Democratic Charter (IADC) of 2001 as a baseline, it charts the evolution of the issue over the past decade. Although it considers historical antecedents, the main focus of the book is on key instances of promotion and defense of democracy in the Western hemisphere since the adoption of the IADC. It analyzes democratic norms, norm enforcement mechanisms and how they work in practice. Special attention is paid to the 2009 Honduras coup, the issues raised by it and the debates that surrounded it, as this was the first instance in which a member state was suspended in accordance with the IADC. Three central themes guide the analysis: the nature of challenges to democracy in Latin America; the role of regional organizations as democracy promoters; and the transformation of Inter-American relations. This book analyzes the many threats to democracy that exist in the 21st century and tries to understand how democracy can survive economic, social and political crises. It focuses on issues of oligarchy, tyranny, totalitarianism, and ochlocracy. It discusses how these forms of governance manifested themselves in ancient and medieval worlds, and how socio-economic transitions in the 21st century have created conditions that increasingly pose similar threats to modern democracy. The author discusses broad transitions in the contemporary world: economic transition to advanced, high technology capitalism; cultural transition from traditional religious and family values to norms focusing on racial equality, gender and transgender equality and liberation, and multiculturalism; also, transition from the traditional religious worldview to rational-scientific worldview, and from religious morality to secular humanist ethics. These taken together undergird the political transition from traditional authority, involving monarchy and aristocracy, to rational-legal authority, involving constitutional law and democratic participation. This book contends that the impasse of the Left today is in part, a result of an anarchist ‘common sense’ among activists.
