First published in 1998, This book is written by seasoned scholars of African Studies and it intended to make a significant contribution to the debate on democracy and democratization in the continent. It contains a rich mixture of analytical ideas and views on the transition to accountable, participatory, and democratic governance structures in Africa. It provides both students of African political economy and policymakers in the continent and in-depth analysis of the post-independence experience of African countries with institutional reforms. Specifically, it looks at the struggles of Africans, since independence, to provide themselves with more appropriate and viable governance structures and economic systems that enhance the ability to entrepreneurs to create wealth. This book provides the first comprehensive overview of the history of democracy in Africa and explains why the continent's democratic experiments have so often failed, as well as how they could succeed. Nic Cheeseman grapples with some of the most important questions facing Africa and democracy today, including whether international actors should try and promote democracy abroad, how to design political systems that manage ethnic diversity, and why democratic governments often make bad policy decisions. Beginning in the colonial period with the introduction of multi-party elections and ending in 2013 with the collapse of democracy in Mali and South Sudan, the book describes the rise of authoritarian states in the 1970s; the attempts of trade unions and some religious groups to check the abuse of power in the 1980s; the remarkable return of multiparty politics in the 1990s; and finally, the tragic tendency for elections to exacerbate corruption and violence.

This volume contains electoral studies of multiparty politics in 14 African countries during the 1990s. Most are about national elections in Anglophone Africa. There are also less well-known examples from Sudan, Ethiopia and Guinea Bissau. The collection also features studies of the local elections in Namibia and of a significant by-election in Malawi. The multiparty period had been put, wherever possible, within the historical context of earlier elections in Africa. Questions addressed include: how did incumbent governing regimes learn to live with multiparty politics? Why have some elections been so closely fought and others have suffered from apathy? Why has there been relatively open political expression and activity when the elections have increased the political and economic manipulation by incumbent governments? Why have the elections of the 1990s been so marked by local and ethnic variations? To what extent did this wave of democracy result from pressure from donor countries?

Provides a broad, comparative analysis of 27 African countries and 75 political parties. The data was assembled during 2004-06 and was followed by national and sub-regional dialogue workshops between political parties, researchers and civil society. The agenda for reform that emanated from the research and dialogue process is reflected and discussed in the report. Legislative regulation of parties, women's participation, funding of political parties, party democracy and party programmes and policies that represent and reflect the preferences of the people are high on the agenda for the process ahead. Do party systems help or hinder democracy in Africa? Drawing lessons from different types of party systems in six African countries, this volume shows that party systems affect democracy in Africa in ways that are unexpectedly different from the relation between party systems and democracy observed elsewhere.
