Information and communication technologies now play a big part in the daily personal and professional lives of us all. Cyberspace – the interconnected digital technology domain which underlies communications, transportation, state administration, finance, medicine and education – is part of all our lives. In the last decade, the digital revolution in the South Eastern European (SEE) countries has given more people there access to communication, education, and news than ever before, and we should not underestimate the power of these information and communication technologies. This book presents papers from the NATO Science for Peace and Security Advanced Training Course (ATC) Toward Effective Cyber Defense in Accordance With the Rules of Law, held in Ohrid, Republic of North Macedonia, in November 2019. This book documents and explains civil defence preparations for national cyber emergencies in conditions of both peace and war. The volume analyses the escalating sense of crisis around state-sponsored cyber attacks that has emerged since 2015, when the United States first declared a national emergency in cyberspace. It documents a shift in thinking in the USA, from cooperative resilience-oriented approaches at national level to more highly regulated, state-led civil defence initiatives. Although the American response has been mirrored in other countries, the shift is far from universal. Civil defence strategies have come into play but the global experience of that has not been consistent or even that successful. Containing contributions from well-placed scholars and practitioners, this volume reviews a selection of national experiences (from the USA, Australia, India, China, Estonia, and Finland) and a number of key thematic issues (information weapons, alliance coordination, and attack simulations). These demonstrate a disconnect between the deepening sense of vulnerability and the availability of viable solutions at the national level. Awareness of this gap may ultimately lead to more internationally oriented cooperation, but the trend for now appears to be more conflictual and rooted in a growing sense of insecurity. With the increased dependence on digital and internet technologies, cyber security has come to be regarded as a national security issue, and the number of countries with a published cyber security strategy continues to rise. But these national cyber security strategies often run the risk of failing to address all the cyber security requirements of the many institutions within a given country, and the complex nature of the stakeholders involved and the networks formed by them means that the problem requires an interdisciplinary approach. This book presents papers from the NATO Advanced Research Workshop (ARW) entitled “A Framework for a Military Cyber Defense Strategy”, held in Norfolk, Virginia, USA, in April 2016. The workshop focused on key priority areas for cyber defense along with NATO’s cyber defense policy implementation and brought together experts with an eclectic mix of backgrounds and specialties from a group of NATO member states and partner countries. The participants considered not only the technical implications of cyber security efforts, but also the legal, strategic, educational and organizational aspects, and the book reflects this wide view of the field and its intricacies, highlighting the complexity of cyber security and the many challenges it presents.
