Accounting for nearly 40% of global energy-related CO2 emissions and sometimes as much as 70% in large cities, buildings and construction are central to the low-carbon transition. Decarbonising buildings, especially the old stock, through energy efficiency improvements and renewable energy use, not only reduces carbon emissions, but also generates co-benefits in health, energy affordability and the labour market.

This book sets out some positive directions to move forward including government policy and regulatory options, an innovative GRID (Greening, Regenerative, Improvement Districts) scheme that can assist with funding and management, and the first steps towards an innovative carbon credit scheme for the built environment. Decarbonising cities is a global agenda with huge significance for the future of urban civilisation. Global demonstrations have shown that technology and design issues are largely solved. However, the mainstreaming of low carbon urban development, particularly at the precinct scale, currently lacks sufficient: standards for measuring carbon covering operational, embodied and transport emissions; assessment and decision-making tools to assist in design options; certifying processes for carbon neutrality within the built environment; and accreditation processes for enabling carbon credits to be generated from precinct-wide urban development. Numerous barriers are currently hindering greater adoption of high performance, low carbon developments, many of which relate to implementation and governance. How to enable and manage precinct-scale renewables and other low carbon technologies within an urban setting is a particular challenge.

How can we rapidly transform the global building sector to combat climate change? This report, based on the OECD Global Survey on Buildings and Climate, presents a comprehensive analysis of the endeavours undertaken by 28 countries across continents to decarbonise and bolster the resilience of their buildings. By examining policy objectives, measures, and trends, the report offers valuable insights into how countries are developing effective strategies for decarbonising buildings. These strategies often involve a step-by-step approach, for example, beginning with targeted measures in buildings that are more feasible or have a greater impact. Successful measures are then scaled up to achieve broader decarbonisation goals. Furthermore, the report emphasises the importance of a multi-level approach, including breaking down silos between government departments. With 93% of responding countries reporting that at least three ministries are involved in decarbonising building measures. The report also underscores the importance of international cooperation and knowledge sharing to fast-forward progress towards a more sustainable built environment.

The concept of self-sufficiency involves the notion of sustainable, circular, and carbon-neutral cities. This book examines how urban planning can lead to greater self-sufficiency. It sheds light on how urban and regional circular and self-sufficiency development can effectively contribute towards the ultimate goals of the United Nations (UN) Agenda 2030 and the European Union (EU) Green Deal. It not only embraces the scientific fields of regional and urban studies but also addresses environmental sustainability-related and regional resilience aspects, such as renewable energy production, sustainable mobility, and the circular economy. This book offers a full toolkit of knowledge on how to effectively implement planning approaches for circular and self-sufficiency development at both urban and regional levels. Building on broader OECD work on climate, this report proposes a new OECD territorial climate indicator framework and demonstrates that the potential to mitigate greenhouse gas emissions, adapt to climate impacts and address vulnerabilities vary across different territories, by using a new OECD territorial climate indicator framework.
