Around the world, community members and their allies are advocating against the development of dams that degrade ecosystems and inflict serious social, cultural, and ecological damages. Despite extensive research on these impacts, construction has continued under the marketing of dams as "clean", "green", and "sustainable" solutions to achieve water and energy security in the context of climate change. This thesis is in part a response to these claims and reflects the experiences and knowledges of impacted community members, activists, and researchers from over 25 watersheds around the world that have begun to collaborate in a transnational advocacy network (TAN) to heal from, challenge, and even halt dam development. Over a two-year period (2019-2021), participatory action research methods were utilized - including semi-structured qualitative interviews, surveys, actions, and meetings - to capture the emergence of this network known as Dam Watch International (DWI). To illustrate the need for DWI, this thesis first explores the experiences of community members living with and fighting the injustices of dam development. It then shares the opportunities and challenges of creating a community-centred network for collaboration. Through this work, this thesis contributes further understandings of the damaging extent of dams, demonstrating that systemic and systematic injustices enable the continuation of this construction in multiple regions of the world. It also highlights that community members and allies are committed to finding justice through culturally relevant means that are centred in Indigenous and local knowledge. The insights shared here emphasize that opportunities exist for collaboration among those that continue to fight for sovereignty and justice.

By the year 2000, the world had built more than 45,000 large dams to irrigate crops, generate power, control floods in wet times and store water in dry times. Yet, in the last century, large dams also disrupted the ecology of half the world's rivers, displaced tens of millions of people from their homes and left nations burdened with debt. Their impacts have inevitably generated growing controversy and conflicts. This is a pioneering study about the relationship between fresh water, peace, and security in Asia from the Middle East to Siberia but with a special focus on South and Southeast Asia. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.

The World Commission on Dams (WCD) report (2000) “Dams and Development: A New Framework for Decision-Making” set a landmark in the ongoing controversy over large dams. Now that more than ten years have passed, one has to realize that the WCD norms matter. However, their real chance of becoming implemented relies on whether their core values, strategic priorities and guidelines are accepted by national decision-makers and are translated into official policies and practices. The book’s major concern is whether the big hydropower states have improved their standards for environment and resettlement, and whether international standards are applied or exist only on paper. The introductory and synthesis chapters present the methodological approach and discuss the findings.
